From 11-13 July, President Horacio Cartes of the Republic of Paraguay visited Taiwan on an official three-day state visit and President Tsai Ing-wen had welcomed the Paraguayan president with a series of events, in which the two leaders reaffirmed the strong ties between Taiwan and Paraguay on the 60th anniversary of their diplomatic relations.
Following a ceremony with full military honours on 12 July, President Tsai held talks with President Cartes at the Office of the President, where the two heads of state witnessed the signing of an economic cooperation accord and a mutual recognition agreement.
In remarks, President Tsai noted that the two countries have maintained close ties throughout the past six decades in areas spanning economics, trade, culture, and education. The two pacts will build upon these accumulated achievements by deepening collaboration, President Tsai said, adding that they will help businesses in both countries tap opportunities in the Asian and South American markets.
President Tsai stated that the strong bilateral ties incorporate the principles of steadfast diplomacy, which advances mutual assistance for mutual benefits. In line with this approach, President Tsai announced that Taiwan will grant visa-free treatment for Paraguayan citizens, in a move that reciprocates the decision taken by President Cartes to grant ROC passport holders the same privileges. These measures will expand people-to-people exchanges, offering tangible benefits to both sides, President Tsai said.
In the state banquet held at the Presidential Office on 13 July, President Tsai thanked President Cartes for Paraguay’s unwavering support for Taiwan in the international community, describing the country as an important and true friend of Taiwan. As an example of the strong bond between the countries, President Tsai cited Paraguay’s strong backing for Taiwan’s participation in the World Health Assembly and expressed her hope that the two sides can build on their partnership by further enhancing bilateral collaboration and exchanges.
The state visit also included a trip to Kaohsiung, in which President Tsai accompanied the Paraguayan leader on a tour of the city. The leaders visited Kaohsiung Exhibition Centre where the Paraguayan delegation was briefed on the development of the city, its urban revitalisation initiatives, and opportunities for bilateral collaboration in infrastructure and trade.
