Request for Proposals for Real Estate Broker Services
Taipei Economic and Cultural Office in Chicago, hereinafter referred to as “TECO in Chicago”, is seeking proposals from local qualified real estate brokers/firms to assist the TECO in Chicago with the possible sublease of its current office space located at Two Prudential Plaza, 57&58 FL., 180 N. Stetson Avenue, Chicago, IL 60601.

- SCOPE OF SERVICES
- The successful firm shall agree to contract with the TECO in Chicago to provide the following:
- Services required involve performing market analysis,
- Developing strategies for sublease of property,
- Negotiating with interested parties on behalf of the TECO in Chicago,
- Coordinating real estate appraisals,
- Handling all other customary activities and services associated with sublease of property.
- The successful firm shall agree to contract with the TECO in Chicago to provide the following:
- Services may include consultation with staffs of TECO in Chicago relating to the sublease of property. Presentations at related meetings may be required.
- BROKER'S QUALIFICATIONS
- Respondents to this RFP shall have the following qualifications:
- Must be licensed and in good standing with the State of Illinois.
- Must have an excellent reputation in the real estate community.
- Must be knowledgeable in the local real estate market and have experience with small and large commercial properties.
- Must be knowledgeable in the use of all public real estate records.
- All the respondents must remain current and not be in default of any obligations due the State of Illinois including, but not limited to, the payment of taxes, fines, penalties, licenses or other monies due to the State of Illinois.
- Respondents to this RFP shall have the following qualifications:
- CONTENT OF PROPOSAL:
- Copy of the real estate firm/broker resume and licensure, and a copy of the resume and licensure of any other key team members
- Description of your firm including size of firm, history, location, number and nature of the professional staff to be assigned to this project; staff experience and training
- List of references and experience in assisting similar size entities, including any and all services for government agencies and/or diplomatic missions
- Additional services offered through your firm
- Provide examples of tools/resources and applications to be used in support of service delivery
- Fee schedule
- SUBMISSION OF PROPOSALS
- A total of six (6) copies of the proposals are required to be submitted to the TECO in Chicago, no later than 10:00 am, Monday 15th of February, 2016. Proposals shall be submitted and clearly marked as follows: “SEALED PROPOSAL FOR REAL ESTATE BROKERAGE SERVICES FOR TECO IN CHICAGO”. – Attn.: Stan Mak, Assistant of Administrative Division, TECO in Chicago, 57th Floor, 180 North Stetson Avenue, Chicago, IL 60601.
- ACCEPTANCE OR REJECTION OF PROPOSALS
- Issuance of this RFP and receipt of proposals does not commit the TECO in Chicago to award a contract. The TECO in Chicago, in its sole discretion, reserves the right to accept or reject any proposals in the best interests of the TECO in Chicago. Proposals are subject to review and evaluation.
- REVIEW OF PROPOSALS :
- The TECO in Chicago shall review and evaluate all received proposals for responsiveness to the Request for Proposals to determine whether the Proposers possess professional qualifications necessary for the satisfactory performance of the services required. The TECO in Chicago should also investigate qualifications of all Proposers to whom the award is contemplated, and the TECO in Chicago may request clarifications of proposals directly from one or more Proposers. After written proposals have been reviewed, discussions with prospective firms may or may not be required. It is anticipated that this review period will last up to approximately thirty (30) days.
- AWARD OF CONTRACT
- All received proposals will be reviewed and evaluated by the Evaluation Committee of TECO in Chicago. The Award of Agreement will be made by TECO in Chicago in compliance with the “Regulation for Evaluation of the Most Advantageous Tender”. The price negotiation and award methods to be applied to tenders that are reviewed and identified as being suitable for the acquisition shall be as follows:
- When there is only one Tender suitable for the acquisition, the price negotiation method will be applied.
- When there are more than two Tenders suitable for the acquisition, the price negotiation method will be applied in sequence starting with the Tender deemed most suitable for the acquisition. When there are two or more equally suitable Tenders, the price negotiation method will be applied in sequence starting with the Tender with the lowest bid price.
- The number of price reductions is limited to a maximum of three (3) for each Tender in sequence of price negotiation.
- All received proposals will be reviewed and evaluated by the Evaluation Committee of TECO in Chicago. The Award of Agreement will be made by TECO in Chicago in compliance with the “Regulation for Evaluation of the Most Advantageous Tender”. - CONTRACT TIME FRAME:
- The contract time frame for this project will be for a period of 1 year from the date of contract award. The contract may be renewed for an additional 1 year term as may be agreed to in writing by both the broker/firm and the TECO in Chicago.

- Entity to accept and handle request for clarifications or complaints: the Procuring Entity.
- The period for a Tendering Entity to file a request for clarification to the Procuring Entity seeking explanation and/or clarification of the content of the Tender Solicitation Documents is one quarter of the tendering period starting from the date of publication or invitation to tender, with any segment of less than one day to be counted as one full day. For any Tendering Entity seeking clarification with regard to this Invitation to Tender or relevant Documents, the deadline to file such a request is January 30th, 2016.
