  1. Announcement: Taipei Economic and Cultural Office in Los Angeles (hereunder referred to as “TECO in LA”) is seeking proposals from qualified real estate brokers/firms to assist TECO in LA with the procurement of a commercial property located in the Wilshire Corridor of the City of Los Angeles to serve as the new office for TECO in LA. TECO in LA represents the interests of the Government of the Republic of China (Taiwan), covering Southern California, Arizona and New Mexico.

  7. Information for reference:
    (1)Location: Commercial buildings, which are located along the Wilshire Corridor, Los Angeles, CA, will be preferred by TECO in Los Angeles.
    (2)Building Size: About 35,000~45,000 Sq. Ft.
    (3)Building Usage: TECO in LA (sole user).
    (4)Property Availability: One year from the signing date of the contract
  8. Commission: TECO in LA will NOT pay commission; the real estate broker/firm representing TECO in LA shall negotiate with counterpart seller representative(s) regarding the split of the commission to be received from the seller.
  9. Qualifications of broker/firm: Brokers/firms responding (hereafter “Respondent”) to this Request for Proposals (hereafter “RFP”) must have a valid real estate license in the State of California.
  10. The following information must accompany the proposal in the order listed; providing incomplete or falsified information will be ground for disqualification :
    (1)A copy of all the Respondent’s resumes and valid real estate licenses, including copies of any resume and license of any other key team members.
    (2)Description of the Respondent, including: size, history, location, number and nature of the professional staff to be assigned to this project, business portfolio/credentials for the past 3 years, including prior experiences or past performance (third-party references, if possible), tax certificates, credit references (e.g., any penalties from violation of laws or regulations, any prior history of delay in contract fulfillment). If you are not able to provide any of the above-mentioned requirements, please explain your reason.
    (3)Description of prior experiences and proof in assisting government agencies and/or diplomatic missions in acquiring or selling of commercial buildings. If none, please indicate so in your response.
    (4)Work plan (including proposed timeline) explaining how services of this proposal will be accomplished and delivered with your available resources (information) and strategies.
    (5)Schedule of market seller’s and buyer’s sales commission in transactions of commercial buildings. Please state so if not available.
    (6)Market information concerning commercial buildings for sale, which meet the requirements of TECO in LA. Please state so if not available.
  11. Respondent shall provide 12 copies (one original, 11 photocopies) of the proposal, containing information specified in Section 10, in a sealed envelope via mail or courier to “3731 Wilshire Blvd., Suite 700, Los Angeles, CA 90010” before the deadline. Please write “To Provide Professional Real Estate Brokerage Services for TECO in LA” on the envelope.
  12. Due Date: TECO in LA will accept proposals until 03:00 P.M. PST on Wednesday, May 10, 2017.
  13. Selection Process:
    (1)All proposals will be reviewed and evaluated by the Evaluation Committee of TECO in LA (hereinafter “the Committee”). The Committee shall make an award to a Respondent based on “the most favorable bid” principle. There will be two stages for selecting a Respondent. First stage: Prospective Respondents will be selected from all received proposals, with a passing score of 80 points (Overall evaluation score: 100 points); Second stage: An “ordinal ranking” method will be adopted for prospective Respondents who passed the first stage. Passing prospective Respondents will be asked to make a presentation in front of Committee at the TECO in LA office. Total score of all items of evaluation: 100 points. After presentations, the Committee will score prospective Respondents using the “ordinal ranking” and make a final decision by a majority vote to award one Respondent the contract. For the components of the evaluation criteria for the aforementioned two stages, please see attachments.
    (2)Any Respondent to RFP meeting the basic requirements indicated in the Section 10 of RFP will be evaluated.
    (3)Respondent’s proposal, presentation contents or commitments made by the Respondent and in favor of TECO in LA, as well as information necessary for the conclusion of this procurement project, shall all be included as part of the contract.
    (4)Procedure of Presentation by Respondent:

    (A)Presentation: Not to exceed 15 minutes; Q&A: about 10 minutes; to be decided by the Committee.
    (B)The Committee will ask questions based upon RFP and proposal provided by Respondent, which Respondent is expected to answer.
    (C)For presentation, Respondent may send his/her key person(s) who will work on the procurement project, but no more than 3 people will be permitted in attendance. All staff attending the presentation shall bring personal I.D. for verification.
    (D)The order of presentations will be based on the time when TECO in LA received Respondent’s proposal. When a Respondent makes a briefing, other Respondents shall not be present.
    (E)If Respondent is late for presentation, Respondent shall wait until all others have finished their presentations; if Respondent does NOT show up without any prior notification to TECO in LA, Respondent will be deemed waiving his or her right for presentation. The Committee will score Respondent’s proposal accordingly.
    (F)Regarding equipment for presentation, TECO in LA will provide a screen and a projector (If preferred, Respondent can prepare for his/her own equipment.); other tools must be prepared by Respondent.
    (G)Respondent may provide other materials for the presentation, but it shall not be deemed to add or change the contents of his or her previously submitted proposal.
    (H)No member of the Committee can be a team member of or an advisor to Respondent, nor can participate in the bid or favorably assist any Respondent to win this bid.
  14. Dates of Evaluation: The Committee will make the first stage evaluation on Friday, May 12, 2017, at 12:00 P.M. PST; The Committee will make the second stage evaluation on Friday, June 2, 2017, at 10:00 A.M. PST.
  15. Contract Time Frame: The contract period for this project will be 1 year from the signing date of the contract. (If necessary, the contract may be renewed for an additional 1 year term to be agreed upon in writing by both the selected Respondent and TECO in LA.)

Note:

1. Openly solicited real estate tender documents and survey criteria will be posted separately.

2. Issuance of this RFP and submission of proposal does not commit TECO in LA to award a contract. TECO in LA reserves the right to postpone the deadline for receipt of the proposals, to accept or reject any or all proposals received in response to this RFP, or to negotiate with any of the Respondents submitting a proposal or to cancel all or part of this RFP at any time.
