New Jersey Senate Resolution Affirming Taiwan-US bilateral Economic and Trade Relations and Support for Taiwan's Participation in International Organizations

STATE OF NEW JERSEY

SYNOPSIS

Recognizes strong and enduring relationship between New Jersey and Taiwan;

congratulates President Dr. Tasi Ing-wen, Vice President Chen Chien-jen, and Ambassador Lily L.W. Hsu.

CURRENT VERSION OF TEXT

As reported by the Senate State Government, Wagering, Tourism &  Historic Preservation Committee on June 9, 2016, with amendments.

A SENATE RESOLUTION recognizing the strong and enduring relationship between New Jersey and Taiwan, and congratulating  1 [President-elect] President 1  Dr. Tsai Ing-wen, Vice  1 [President–elect] President 1 Chen Chien-jen, and Ambassador Lily L.W. Hsu.

WHEREAS, New Jersey and Taiwan have enjoyed a close and prosperous affiliation since 1989, when they entered into a sister-state relationship; and

WHEREAS, On January 16, 2016, Dr. Tsai Ing-wen was elected as the first female president of Taiwan and Dr. Chen Chien-jen was elected vice president; and

WHEREAS, On January 20, 2016, Lily L.W. Hsu became the new Director General of the Taipei Economic and Cultural Office (TECO) in New York and the first female ambassador of TECO in New York; and

WHEREAS, The State of New Jersey exported $476 million worth of products to Taiwan in 2014, making it one of New Jersey’s top trading partners, a fact that keeps economic ties between them strong; and

WHEREAS, More than 100 Taiwanese companies have invested in New Jersey, including Formosa Plastic Corporation, Eva Air, Evergreen Marine, Yang Ming Marine Transport, and AAEON Electronics, Inc.; and WHEREAS, Individuals from Taiwan who have immigrated to this nation and this State have contributed greatly to its diversity and thriving international culture; and

WHEREAS, The United States and Taiwan share a long-term and close economic relationship, including $66.6 billion in bilateral trade, making Taiwan the ninth largest trading partner of the United States; and

WHEREAS, In order to strengthen bilateral trade relations with the United States, including the State of New Jersey, the government of Taiwan has expressed its wish to participate in the Trans-Pacific Partnership, and to sign a Bilateral Investment Agreement and a Free Trade Agreement with the United States in the near future; and

WHEREAS, The United States passed the Taiwan Relations Act in 1979 to define the relationship between the United States and Taiwan, which helped to further strengthen their friendship; and

WHEREAS, The United States has assisted Taiwan in attaining participation in the World Health Organization in 2009, and in the International Civil Aviation Organization in 2013, and continues to support Taiwan’s meaningful participation in other international organizations, such as the United Nations Framework Convention on Climate Change and INTERPOL; and

WHEREAS, It is fitting and proper that this House recognize the importance of the strong and enduring relationship between New Jersey and Taiwan; and WHEREAS, It is also fitting and proper that this House congratulates  1 [President-elect] President 1  Dr. Tsai Ing-wen on her election as the first female president of Taiwan, Vice  1 [President-elect] President 1  Dr. Chen Chien-jen on his election to office, and Ambassador Lily L.W. Hsu on her selection as the first female ambassador of the TECO in New York; now, therefore,

BE IT RESOLVED by the Senate of the State of New Jersey:

1.    This House recognizes the importance of the strong and enduring relationship between New Jersey and Taiwan, and it congratulates  1 [President-elect] President 1  Dr. Tsai Ing-wen on her election as the first female president of Taiwan, Vice  1 [President-elect] President 1  Dr. Chen Chien-jen on his election to office, and Ambassador Lily L.W. Hsu on her selection as the first female ambassador of the Taipei Economic and Cultural Office in New York.

2.    Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Secretary of the Senate to  1 [President-elect] President 1  Dr. Tsai Ing-wen and Vice  1 [President-elect] President 1 Dr. Chen Chien-jen of Taiwan, and to Ambassador Lily L.W. Hsu, the new Director General of the Taipei Economic and Cultural Office in New York.
