2021 Ministry of Education Huayu Enrichment Scholarship (HES) Selection Guide

Application for 2021 MOE Huayu Enrichment Scholarship (HES) is now OPEN. Please note, the application deadline is 9 April, 2021



The HES is funded by the Ministry of Education (MOE) in Taiwan. It is for encouraging and providing Australians with opportunities to learn Mandarin language in Taiwan, to increase the understanding of Taiwanese culture and society as well as to promote mutual understanding and interactions between Australia and Taiwan.

Award Value:

A monthly stipend of NTD 25,000


Eligible Program(s) Duration:

Huayu Enrichment courses will include a summer term (June and July or July and August in 2021), along with short term classes, which may last 3, 6 to 9 months respectively.


With the exception of summer classes from June to August in 2021, in principle, the duration of the HES is from 1st September, 2021 to 31st August, 2022. If recipients fail to come to Taiwan for enrolment during the designated time, they will forfeit their right to retain their scholarships.


Scholarship funding will become effective on the date of the recipient’s enrolment. Scholarship funding will end according to the scholarship’s expiration date or if the scholarship is revoked.



Australian applicants above the age of 18, who possess a senior high school diploma or above, have shown excellent academic performance, and are of good moral character are eligible.


Candidates with one of the following qualifications may not apply:

  • Is an overseas Chinese student or a national of the R.O.C. (Taiwan)
  • Is currently registered as a student at a Mandarin Language Centre or has sought a degree from a university or college in Taiwan.
  • Has already received a HES or a Taiwan Scholarship in the past.
  • Is an exchange student to Taiwan during the scholarship commencement period.
  • Is currently receiving financial benefits from the Taiwan government or another educational institution.


Closing Date: 9 April, 2021


Date for Release of Selection Result: 26 April, 2021


Date for Submission of Approved Admission Letter to TECO office: 25 June, 2021


*Note: Apply for admission according to the regulations of the Mandarin Language Centre of each University. Once admitted, the recipients should send a copy of Admission Letter to our office (Education Division of Taipei Economic and Cultural Office in Australia) for confirmation. Recipients who do not send their Letters before 25 June, 2021 will be disqualified from the scholarship selection process.

Application Form and Supporting Documents:

Application should include the follows:

  • A completed Application Form (see appendix).
  • A copy of the Australian Passport or any other documents that can verify the nationality.
  • A copy of the highest degree and academic transcripts (all certificates must be in English).
  • A photocopy of the applications to the Mandarin Language Centre in Taiwan. Each applicant needs to apply directly for admission from an eligible Mandarin language centre in Taiwan.
  • Two reference letters signed and sealed in envelopes such as from principals, professors or supervisors (*we also encourage to send the letters via emails directly to the Committee at Australia@mail.moe.gov.tw)
  • A signed Terms of Agreement Ministry of Education Huayu Enrichment Scholarship Program (HES) Form
