I. To enhance collaboration and foster academic exchange with foreign academic institutions, as well as to provide incentives and financial support for experts and scholars from foreign universities or research institutions to conduct academic research at the National Taiwan Library (hereinafter referred to as “the Library"), these guidelines to the National Taiwan Library Fellowship for International Visiting Scholars and Students (hereinafter referred to as “the Fellowship”) are hereby established.
II. The research fields supported by the Fellowship should be in the social sciences and humanities, focusing on topics related to Taiwan studies and Southeast Asia studies.
III. The recipients of the Fellowship (hereinafter referred to as “the Recipients”) include:
1. Professors, associate professors, assistant professors, senior lecturers, lecturers, postdoctoral researchers, doctoral candidates, and doctoral students from relevant departments of foreign universities. This also encompasses librarians or individuals holding equivalent positions in libraries or research institutions.
2. Individuals outside the aforementioned categories, recommended by institutions that have signed a Memorandum of Understanding (MOU) for international academic collaboration with the Library, provided their research topics align with those specified in Article II. Individuals currently engaged in research, teaching, or studying in Taiwan are not eligible to apply.
IV. The Fellowship encompasses the following provisions:
1.Airfare Subsidy:
(1) One round-trip economy class ticket for the Recipients to travel to Taiwan via the most direct route.
(2) The airfare is reimbursed according to the actual purchase price, with a maximum subsidy for each region as follows: a. Northeast Asia and Southeast Asia: NT$35,000. b. Other regions: NT$60,000.
(3) Upon arrival in Taiwan, the Recipients must submit the following documents and sign a receipt to claim the subsidy: a. Airline ticket or e-ticket. b. Purchase receipt or proof of purchase.
2.Monthly Stipend:
(1) The Recipients with a Ph.D. degree, such as professors, researchers, associate professors, associate researchers, senior lecturers, assistant professors, assistant researchers, lecturers, and postdoctoral researchers, will receive a monthly stipend of NT$60,000.
(2) The Recipients without a Ph.D. degree, such as doctoral students and visiting scholars, recommended by collaborating institutions will receive a monthly stipend of NT$40,000.
(3) In principle, the fellowship period is three months and is extendable if necessary, up to a maximum of six months. Visits of three months or shorter will be calculated on a monthly basis; no stipend for an incomplete month will be paid. If the visit exceeds three months and one of the months is incomplete, the stipend for the incomplete month will be calculated based on the actual days spent in Taiwan.
V. The number of the Recipients is determined based on the annual budget, with a general guideline of 1 to 3 individuals and may be left vacant based on the selection results.
VI. Applicants must first submit an online application for preliminary review, including:
1.Application form (online application).
2.Curriculum vitae (including a list of publications).
3.Research proposal (principally in English, limited to 3 pages, following academic research conventions).
4.One letter of recommendation and one letter of consent from the highest administrative authority of the current institution.
VII.The selection process is as follows:
1.The Library verifies the information provided by the applicants.
2.The Library organizes a review committee to select the Recipients. The list of the Recipients is announced on the Library's website by the end of April each year.
VIII. The Recipients must comply with the following regulations:
1.The research proposal and topic submitted during the selection process should generally not be changed. Any changes require prior approval from the Library.
2.During their stay in Taiwan, the Recipients must participate in at least two academic activities arranged by the Library, such as seminars, workshops, lectures, and visits.
3.Within two months after the end of the Fellowship, the Recipients must submit one academic article following academic conventions to journals published by the Library, such as Research in Taiwan Studies《臺灣學 研究》, to introduce relevant historical sources of Taiwan studies or Southeast Asia studies, with priority given to the sources from the Library's collection or non-library materials utilized by the Recipients.
4.The Recipients may not simultaneously receive any other scholarship or fellowship from government agencies, public and private universities, or other academic institutions in Taiwan, and they may not hold concurrent positions.
5.The Recipients must comply with the laws of the Republic of China (Taiwan) during their stay. If charged with a criminal offense and prosecuted or found to have committed a serious offense, the Fellowship will be revoked.
6.The Recipients are responsible for covering any expenses beyond the Fellowship amount.
7.The Recipients must acknowledge the Library's support in any oral or written presentation of research results by stating, “This research received support from the National Taiwan Library Fellowship for International Visiting Scholars and Students.”
8.The Recipients are responsible for planning and arranging their research stay in Taiwan, including accommodation, accident insurance, and medical injury insurance. The Recipients uninsured will not receive the fellowship and the airfare subsidy upon arrival in Taiwan.
9.The Library may assist the Recipients in obtaining proof for applying for a residence visa in Taiwan. However, the issuance of the visa is subject to the processing of the relevant agency within the Ministry of Foreign Affairs.
10. The Recipients approved for a short-term research stay in Taiwan may not leave the country without the Library's consent. In special circumstances, they may be temporarily allowed to leave, but if the absence exceeds ten days, the research fee for that month will be suspended, and they may not apply for the retention of the monthly stipend.
11. The actual amount of the Fellowship received by the Recipients will be deducted by necessary financial institution handling fees, and income tax will be withheld according to relevant Taiwanese tax regulations.
12. Individuals unable to obtain a visa to Taiwan automatically forfeit their fellowship eligibility.
IX. These guidelines are implemented upon approval at the Library Affairs 5 Meeting, and any amendment shall be made in accordance with the same procedure
