Countering Beijing’s push for a “one country, two systems model for Taiwan”

  • China’s push for a “one country, two systems model for Taiwan” is aimed at destroying the Republic of China and democratic Taiwan. In a speech delivered on January 2 this year to commemorate the 40th anniversary of the Message to Compatriots in Taiwan, China’s President Xi Jinping raised a five-point proposal for cross-strait unification. This clearly indicates that China has incorporated a “one country, two systems model for Taiwan” into its political agenda. This model was also included in reports presented at the Chinese People’s Political Consultative Conference (CPPCC) and the National People’s Congress during their respective meetings this March. The ultimate goal of “Xi’s five points” is to destroy the Republic of China’s sovereignty, suppress Taiwan’s free and democratic system, and restrict the right of the Taiwanese people to choose their own political system and way of life. Several surveys conducted recently in Taiwan have consistently shown that the majority of people oppose the so-called “one country, two systems.” Meanwhile, the European Parliament-Taiwan Friendship Group sent a joint letter to the High Representative of the European Union for Foreign Affairs and Security Policy stating that the “one country, two systems” model has proved to be a failure.
  • China’s push for a “one country, two systems model for Taiwan” seeks to influence the Taiwan policies of many countries. China has been fortifying efforts in recent years to make its “one China principle” an international norm. It has pressured transnational enterprises to downgrade their designation for Taiwan and insisted that Taiwan must go through Beijing to participate in international activities in compliance with its “one China principle.” Both its “one China principle” and “one country, two systems model for Taiwan” are intended to influence other nations’ Taiwan policies. Many countries have their own “one China policy” and Taiwan policy, which differ from the “one China principle” espoused by China.
  • China’s “one country, two systems model for Taiwan” has undermined peace and stability in the Asia-Pacific region. When Xi put forward his five-point proposal on January 2 this year, he also declared that China would not relinquish the option of using of force against Taiwan. This was intended to intimidate the Taiwanese people and warn other countries not to intervene in cross-strait issues. Its actions have seriously jeopardized peace and stability in the Asia-Pacific, as well as the interests of countries in the region.
  • China’s deployment of sharp power to undermine democratic societies has become a cause of common concern among democracies worldwide. China has exploited the freedom and openness of Taiwan’s democracy to steadily infiltrate, divide, and take advantage of Taiwan’s society. China’s push for a “one country, two systems model for Taiwan” is a typical example of its use of sharp power. Other democracies have encountered similar challenges in recent years and have adopted counterstrategies accordingly. For example, the Five Eyes countries—Australia, Canada, New Zealand, the United Kingdom, and the United States—have launched a boycott against the 5G products made by Huawei Technologies Co., Ltd. The European Commission issued the joint communication “EU-China—A strategic outlook” to review and adjust its China policy. In the meantime, the US has protested to China regarding its forcing foreign businesses operating in China to transfer technologies as well as its disregard for intellectual property rights. These developments demonstrate that China’s sharp power has become a common concern among democracies worldwide.

Taiwan’s Requests

  • Urging like-minded countries to support democratic Taiwan: The Republic of China is an independent, sovereign nation and its 23 million people wish to continue to live under a free and democratic system. The linchpin for peace and stability across the Taiwan Strait is not “one country, two systems,” but rather freedom and democracy. This year marks the 60th anniversary of the Tibetan uprising against China’s violent oppression and the 30th anniversary of the June 4 Tiananmen massacre. Meanwhile, tens of thousands of Muslims have been interned in concentration camps in Xinjiang. The comprehensive direct elections that the people of Hong Kong aspire to remain far out of reach. Taiwan is the beacon of democracy for mainland China. We hope that China will get on the road to freedom and democracy as soon as possible.
  • Urging countries worldwide to oppose China’s coercion to downgrade Taiwan’s status in the international arena: Taiwan’s independent existence in the global community is an objective reality. Taiwan has never been under the jurisdiction of the People’s Republic of China, nor has it ever been a part of PRC territory. Cross-border international issues must be resolved through the participation of all parties. China’s suppression of Taiwan on the diplomatic front not only undermines regional security, but also harms the international community. We urge all nations to enhance bilateral relations with Taiwan and support Taiwan’s international participation, so as to generate more opportunities for Taiwan to contribute to the world community.
  • Urging all nations to join Taiwan in a concerted effort to maintain peace and stability in the Asia-Pacific region: We urge all countries to publicly condemn the use of military force to resolve cross-strait disputes. They should also work with Taiwan to jointly maintain peace and stability across the Taiwan Strait and in the Asia-Pacific region. We again thank all parties for their public expression of support for Taiwan after Xi’s five-point proposal. In particular, we are grateful to the executive and legislative branches of government of our diplomatic allies, including the Holy See. We appreciate the backing of the administrations of the EU, Germany, the Netherlands, the United Kingdom, and the United States, as well as the European Parliament and the legislatures of Belgium, Chile, France, Scotland, Sweden, the UK, and the US. For the first time ever, the European Parliament held a Plenary Debate on political developments across the Taiwan Strait. In addition, 155 Members of the European Parliament across all parties jointly issued the “Statement on promoting peace and stability in the Taiwan Strait.”
