The Taipei Representative Office in the Netherlands invites citizens of the Kingdom of the Netherlands to apply for the 2023 Huayu Enrichment Scholarships (HES), offered by the Ministry of Education (MOE) of Republic of China (Taiwan).
This scholarship aims to encourage Dutch students and individuals to study Mandarin in Taiwan, increase their understanding of Taiwanese culture and society, and promote mutual understanding and interactions between Taiwan and the Netherlands.
Award Value
A monthly stipend of 25,000 NTD.
Duration
Huayu Enrichment Scholarships may last three months, six months, nine months, or twelve months, although a very limited number of nine-month or one-year scholarships will be awarded. The study undertaken should be within the period from 1 September 2023 to 31 August 2024 in principle. A scholarship of two months is also possible, but only for a summer course taking place in June-July or July-August, 2023.
If recipients fail to come to Taiwan for enrolment during the designated time, they will forfeit their right to retain their scholarships. The scholarships cannot be extended or deferred. Scholarship funding will become effective on the date of the recipient’s enrolment. Scholarship funding will end according to the scholarship’s expiration date or if the scholarship is revoked.
Eligibility
Applicants must be a Dutch national above the age of 18, who possess a high school diploma or above, have shown excellent academic performance, and are of good moral character.
Candidates to whom one or more of the following criteria apply are ineligible for the scholarship:
- Is an overseas Chinese student or a national of the R.O.C. (Taiwan).
- Is currently registered as a student at a Mandarin Language Centre or has sought a degree from a university or college in Taiwan.
- Has previously received a HES or a Taiwan Scholarship.
- Is an exchange student to Taiwan, during the scholarship period.
- Is currently receiving financial benefits from the Taiwan government or another educational institution.

Application
Applicants need to submit the following documents to the Taipei Representative Office in the Netherlands by post no later than 20 April 2023.
- An application form
- A photocopy of the applicant’s Dutch passport or any other documents that can verify the nationality of the applicant.
- A photocopy of the highest degree diploma and academic transcripts. Documents in a language other than Chinese or English must be translated into Chinese or English.
- A photocopy of the proof of application to a recognised Mandarin language centre.
- Two English letters of recommendation signed by the applicant’s employer, principals, professors or supervisors.
- A duly signed copy of the Terms of Agreement Ministry of Education Huayu Enrichment Scholarship Program (HES).

The Taipei Representative Office in The Netherlands may request the authentication of the documents in some cases before the scholarship is awarded.
Selection Procedure
The application period for the Huayu Enrichment scholarships is from 1 February 2023 through 20 April 2023.
The Taipei Representative Office in The Netherlands will review the documents and select eligible scholarship candidates as well as alternatives. Successful candidates will be notified by the end of May 2023.
A successful candidate is required to submit a copy of their school admission letter to the Taipei Representative Office in The Netherlands by no later than the end of June 2023. Late submission of this document will be deemed as a waiver for accepting the scholarship. In this case, the alternative(s) will be informed to fill any vacancy(s).
The Taipei Representative Office in The Netherlands will send a scholarship award certificate to all qualified recipients before the end of July 2023.
