Ladies and gentlemen:

Good day to all of you!

Magandang araw sa inyong lahat!






I am pleased to welcome all of you joining us today to virtually celebrate the 109th National Day of the Republic of China (Taiwan). It’s also a celebration of deep ties of friendship between Taiwan and the Philippines.



Last January, the whole world witnessed Taiwanese voters reelected incumbent Her Excellency President Tsai Ing-Wen in a landslide election which demonstrated Taiwan’s stand on strong commitment to freedom, democracy and the rule of law. In her inauguration speech, Her Excellency President Tsai mentioned that peace, parity, democracy, and dialogue are the strategic guiding principles for the management of cross-strait relations. Upholding these principles requires us to be able to defend Taiwan against coercive actions. We must ensure that cross-strait interactions do not jeopardize our freedoms, democracy and way of life.



Through the leadership of Her Excellency President Tsai Ing-wen, our government has exerted all efforts to continue transforming Taiwan into a vibrant and competitive model of democracy in the region. President Tsai has vowed to focus on strengthening cooperation with Taiwan’s allies and like-minded countries, and striving for Taiwan’s global competitiveness.



It has been a very challenging year to the world because of the unprecedented COVID-19 pandemic. Taiwan has been a model for handling the pandemic. In the meantime, more and more countries recognize that the global multilateral action to contain COVID-19 cannot be effective without Taiwan.



When the Philippines fights against COVID-19, Taiwan also joins the fight by donating PPEs to the Philippines including one million pieces of surgical masks, 50,000 pieces of N95 masks, 20,000 isolation gowns and 5,000 personal protective gowns. I am confident that under the leadership of His Excellency President Rodrigo Roa Duterte, the Philippines will be able to win the battle against COVID-19 pandemic.



According to the Philippine Statistics Authority, Taiwan, in 2019, was Philippines’ 9th largest trading partner, as well as the 9th biggest foreign direct investor. Taiwanese businesses have been investing in the Philippines since 1960s. There are currently more than 600 Taiwanese companies operating in the Philippines. The number continues to grow because of the robust economic growth of the Philippines and the implementation of Taiwan’s “New Southbound Policy”.



President Tsai launched, in her first term, the “New Southbound Policy” which aims to strengthen ties with Taiwan’s neighboring countries through people-to-people connectivity. Under this policy, Taiwan and the Philippines have been implementing various cooperation initiatives in the fields of agriculture, tourism, education, science and technology, health, and so on.



Moreover, both Taiwan and the Philippines are maritime nations with similar and vibrant maritime culture which has attributes of mobility, openness, diversity and inclusiveness. On June 8, 2020, President Tsai vowed to develop Taiwan into a sustainable maritime country. Blue economy is also a potential and emerging industry in the Philippines. I look forward to our joint efforts to create positive outcomes in the Blue Economy.



I am currently on my third posting in Manila. Some ask me why I keep coming back here. It is because the Philippines has a special place in my heart. I truly believe that by working together, Taiwan and the Philippines can further our mutual interests and enhance the welfare of our peoples, and I know that I can count on you in this endeavor.



In closing, I wish you all good health and prosperity and look forward to another fruitful and successful year for the strong and enduring relationship between Taiwan and the Philippines. I would also like to wish His Excellency President Rodrigo Roa Duterte good health.
