The Taiwan Scholarship Program for
Thailand Students

Introduction
The Taiwan Scholarship is sponsored by the government of Republic of China (Taiwan). The purpose of this program is intended to enhance academic cooperation between Thailand and Taiwan.

Amount of Scholarships
The scholarships are jointly funded by the Ministry of Education (MOE) and the Ministry of Economic Affairs (MOEA). Total number of scholarships is 12 for 2010-2011 academic year.

(1). Undergraduate scholarships: A stipend of NT$25,000 (about US$780) per month will be provided for each Thai student who want to pursue undergraduate studies at university/college in Taiwan.
(2). Master and Ph.D. scholarships: A stipend of NT$30,000 (about US$930) per month will be provided for each Thai student who want to pursue master or Ph.D. degrees in Taiwan.

Scholarship stipends will disburse to recipients on a monthly basis. Recipients will be responsible for registration fees, tuition fee as well as their accommodation, round trip airplane ticket, insurance and other miscellaneous expenses.

Duration of Award
The award period for each study program varies as follows:
a. Undergraduate program: maximum 4 years.
b. Master program: maximum 2 years.
c. Doctoral program: maximum 3 years.
d. LEP( Language Enrichment Program: maximum 1 year.

For any combination of these study programs, the length of the total
award for each recipient is a maximum of five years.
LEP study must be undertaken in the first year, if it is to be included in the total award period of the recipient’s choosing.
Annual award periods are from September 1st through August 31st. If recipients fail to arrive in Taiwan to study during this period, their award status will be cancelled and cannot be extended for another year. If recipients begin studies after the semester/term/quarter starts, their award period will become effective from the month they arrive in Taiwan to matriculate at their individual universities/colleges/Mandarin training centers. Whether beginning in September or later, the LEP award period ends in August, although its length may be less than the specified maximum of one year. In terms of the actual award period for one study program, it will begin from the month that recipients arrive in Taiwan to matriculate at their intended educational institutions. All awards will end the month their specified award period is completed.
However, if recipients graduate, drop out, are expelled from institutions, or their scholarships are revoked, whichever comes first, the award will be terminated.

Eligibility

An applicant must meet all of the following criteria:
a. Be a high school graduate or above, have an excellent academic performance in his/her most recent formal educational study experience, be of good moral character and does not have any criminal records.
b. Is not an R.O.C. (Taiwan) national.
c. Does not have the status of being an overseas compatriot student.
d. Has never enrolled at any educational institution in Taiwan for the same level of degree or LEP that he/she intends to matriculate.
e. Is not an exchange student in accordance with any agreement of cooperation between an international university/college and an educational institute in Taiwan, at the time of receiving a Taiwan Scholarship.
f. Is not applying for a study program leading to the same level of degree as previously undertaken under the Taiwan Scholarship Program.
g. Does not have any revocation record regarding the Taiwan Scholarship Program nor from the Ministry of Education Huayu Enrichment Scholarship Program.
h. Is not a recipient of any other scholarship or subsidy offered by the Taiwan government or at any other educational institutions in Taiwan.

Application and Selection Process
For application, applicants must send their completed documents to:

The application period is from March 1 through March 31, 2010. The application guidelines and forms can be downloaded from website:

A complete application includes the following materials:
a. One copy of the completed application form.
b. One photocopy of applicant’s passport or other nationality certificates (e.g. Thai ID).
c. One photocopy of the highest-level diploma and a complete grade transcript. (Note: These documents must be authenticated by a Taiwan overseas representative office, if issued by international educational institutions.)
d. Supporting admission application materials (e.g. photocopy of application forms for language training centers or for a degree program at universities/colleges in Taiwan. The exact academic year that applicants would be enrolled as full-time students at these institutions must be clearly specified on these documents).
e. A TOEFL 550 Test Score report or any test scores that equivalent.
f. A copy of application form of taking the Test of Proficiency-Huayu (TOP-Huayu). The test will be held on Sunday, April 25, 2010. Please visit http://www.chonghua.or.th or call 02-6797137 for more information.
Application forms should be done on a typewriter or computer, and sent by certified mail. An application form without requested documents is illegitimate, and will not be accepted.

Selection Procedures: interview. Those who pursue degree studies will take priority of awarding scholarship.

Re-Applying

Upon completion of a degree program, recipients may re-apply for a Taiwan Scholarship to undertake another degree program, by following the application process as specified above. The maximum duration of each recipient’s total award period is 5 years.


Renewal
To review recipients’ award qualifications for the next academic year, individual universities/ colleges will conduct an evaluation process regarding the Taiwan Scholarship award status for renewal by February 28 of each year.
Each educational institution may set their own grading criteria for the required passing minimum academic average for each semester, or may employ the current grading criteria, which is 60 out of 100 for undergraduates and 70 for postgraduates.
For recipients in the 3rd year of their doctoral programs, this evaluation should be conducted in accordance with the regulations of their individual institutions, since systems vary from discipline to discipline, in terms of requirements for session credits and scheduling of the writing of their dissertations.

Suspension and Revocation
(I) Suspension
A. Degree Programs:
If a recipient fails to achieve a specified minimum academic average for a semester, his/her stipends will be suspended for one month.
If a recipient fails to achieve a specified minimum academic average for two consecutive semesters, he/she will be permanently disqualified from receiving any Taiwan Scholarship awards, effective and beginning from the next academic term (semester).

B. LEP Program:
a. Attendance Records:
Except for a serious illness or accident, if a recipient is absent from his/her required language sessions for 12 hours or more during a single month, his/her stipends will be suspended for one month.
b. Academic Performance:
Beginning from the second study term/quarter in Taiwan, if a recipient’s academic average for each study term/quarter is less than 80 out of 100, his/her stipends will be suspended for one month .
c. TOP Rating:
A one-month-stipend suspension will be imposed if a recipient fails to submit to his/her Mandarin training center, a photocopy of a TOP (Test of Proficiency-Huayu) certificate with results rated at the level For basic level or above, by June 30. Registration fees for this TOP test are the full responsibility of the recipient.

(II) Revocation:
A recipient may be permanently disqualified from receiving a Taiwan scholarship and the remaining stipends will be cancelled, if one of the following situations arises:
A. Degree Programs:
a. Failure to submit at the time of matriculation for each study term/quarter, an Alien Resident Certificate (ARC) with the reason “Pursuing Studies,” by the deadlines as specified by his/her university/college.
b. Failure during the annual renewal evaluation of his/her Taiwan scholarship.
c. Failure to submit a photocopy of from acceptable English /TOP proficiency certificate to the university/college, depending on the language of instruction, when transferring to a new program of study.
d. Dropping out, being expelled from school, violating R.O.C. laws, or being imposed with any major demerits.
e. Being simultaneously in receipt of another scholarship or subsidy offered by the Taiwan government or educational institutions.
f. Recipients facing disqualification situations will have their cases reviewed of officials from the university and/ or the Mandarin training center, in addition to the MOE.
B. LEP Program:
a. Failure to submit at the time of matriculation for each study term/quarter, an Alien Resident Certificate (ARC) with the reason “Pursuing Studies,” by the deadlines as specified by his/her Mandarin training center.
b. Failure to achieve an average academic score of 80 or above out of 100 for two consecutive terms/quarters of study, beginning from the second term/quarter of his/her study.
c. Missing a final achievement score for any study term/quarter, with the exception of a serious illness or accident.
d. Dropping out, being expelled from school, violating R.O.C. laws, or being imposed with any major demerit.
e. Being simultaneously in receipt of another scholarship or subsidy offered by the Taiwan government or educational institutions.

Scholarship Granting
In principle, stipends are granted by the 10th day of each month, through the universities/colleges or Mandarin training centers which the recipients attend, and following methods specified by the individual institutions.

Health Insurance
It is mandatory that recipients, who carry an award period for a period of six months or more, participate in Taiwan’s National Health Insurance Plan and purchase policies for Student Accident Insurance during the period of their residence and study in Taiwan. The recipients’ educational institutions will deduct fees for these insurance plans from the recipients’ stipends, before processing and distributing funds to them.

As a requirement for matriculation, at their intended educational institutions, recipients must prepare medical/health insurance policies before their departure to Taiwan, and these documents must be valid for a minimum of 4 months, beginning from the date of their arrival in Taiwan. These policies must bear the authentication of a Taiwan Embassy or overseas Representative Office.


Note: 1. In case of any discrepancies, “ The Introduction To
Scholarship Program of Taiwan” Chineseversion, November 2010, shall prevail.
