Statement of Purpose
The Taipei Economic and Cultural Representative Office in the United States (hereafter referred as “TECRO”) is requesting proposals from qualified health insurance providers, primarily on a fully insured basis, to provide Group Health Insurance, Group Dental Insurance, and Group Vision Insurance for the benefit year 2018. TECRO reserves the right to reject any proposal in its entirety, or any part of a proposal, when deemed to be in the best interest of TECRO. The final award will not be based solely on price, but a combination of factors.
Submission Deadline
Sealed proposals may be received by TECRO through regular mail, courier service or personal delivery not later than 05:00pm on November 3, 2017 (ET). Please address the proposals as follows:

The proposals may be received through email at personnel.tecro@mofa.gov.tw not later than aforementioned deadline.
Proposals received after the deadline will not be considered.
Request for Proposals (RFP) Calendar
The tentative timeline is as follows:

The RFP is released on October 3, 2017.

Interested proposers can contact Personnel Officer of TECRO for specification of current plan and TECRO employee census.

The deadline for receipt is November 03, 2017.

TECRO reserves the right to modify or reject any or all proposals to best serve its interests.

The contract will be awarded on November 30, 2017.

Evaluation Criteria
Each proposal received shall be evaluated based on the following criteria. Proposals opened and subjected to the criteria below shall belong exclusively to TECRO. All costs directly or indirectly related to responding to this RFP will be borne by the proposer.

Qualification and experience, including business history and past experience with similar foreign embassies or international organizations.

Qualification and experience of specified individuals who will perform and oversee the delivery of service.

Proposed costs. Proposals with broker arrangement shall explain how the commissions are built into the premium rates.

Recommendations and statements on how TECRO can maximize benefits for employees while minimizing the financial impact of rising insurance premiums.

The result will not be made available until the contract is awarded.
