Distinguished guests, compatriots, members of Congress, State Representatives and all of our dear friends, Good evening!

First of all, thank you all for joining us for this joyous celebration of the 103rd National Day of the Republic of China.

The story of the founding of the Republic of China has been well told thousands of times for over 100 years. Tonight we are not just celebrating the birth of a nation. Rather, we are celebrating the fundamental values that laid the foundation for the success story of the founding of the country.

One hundred and three years ago, our founding father, Dr. Sun Yat-sen, founded the first democratic republic in Asia. Based on a persistent belief in the common values of liberty, equality and fraternity, a republic of the people, by the people and for the people was established one hundred and three years ago. The Republic of China has come a long way and is growing taller and stronger. It is the work of generations, each standing on the strong shoulders of the one which came before. Each generation stood for enduring values that underpin the ROC’s success story.

One hundred and three years later, the Republic of China on Taiwan is the only country in the Chinese community worldwide where all men and women can enjoy freedom of expression, freedom of religion, freedom of association and open access to political participation. The Republic of China represents the indispensable and only hope for democracy in the Chinese speaking world. Many members of this audience here tonight came to the United States to pursue the American dream because you believe that democracy, liberty and the rule of law are the universal principles that will lead to stronger and more prosperous nations. If you believe in democracy, you will allow democratic choice to dictate what you want to be. If you believe in justice, let justice fulfill your dream.

To pursue and fulfill our own dreams, the Republic of China on Taiwan is committed to defending its democratic system. The world is in flux. Conflicts far away now affect us. For example, in Ukraine, Russia’s annexation of Crimea showed us how important it is for countries to be able to defend themselves. That is why our partnership with the United States is so important. The United States has been, and remains, our strongest ally. This year marks the 35th anniversary of the passage and enactment of the Taiwan Relations Act. Taiwan and the United States are enjoying the most stable and friendly relationship they have had in the past 35 years. Over the past 6 years, since President Ma Ying-jeou assumed office, the United States has reaffirmed its steadfast commitment to providing Taiwan with defensive weapons to maintain stability across the Taiwan Strait.

In Asia, we see tensions in the East and South China Seas. These tensions are affecting cooperation between countries. They are also having an impact on confidence among businesses. The Republic of China on Taiwan has upheld a clear position, and that is to ask all the parties to exercise self-restraint in order to keep the region calm and avoid any mishaps. Bearing this in mind, President Ma proposed the “East China Sea Peace Initiative” in 2012. Based on this initiative, Taiwan and Japan signed a fisheries agreement last year. Under this accord, Taiwanese fishermen can operate in areas around the Diaoyutai Islands and nearby waters without interference. We also propose that the spirit of this initiative can be applied to the peaceful resolution of South China Sea tensions.

As for Taiwan-US economic relations, the United States is Taiwan’s 3rd largest trade partner, and Taiwan is America’s 11th largest trade partner. Taiwan’s foreign exchange reserve currently sits at 423 billion dollars, ranking 4th largest in the world. Last year Taiwan and the United States resumed negotiations under the Trade and Investment Framework Agreement, and it is our sincere hope that the two sides are able to sign a bilateral investment agreement, which would help add even greater depth to the already substantial bilateral trade and economic relationship that exists between our two nations.

Last year, Taiwan signed the ANZTEC economic cooperation agreement with New Zealand and the ASTEP economic partnership agreement with Singapore. Efforts in these regards will create conditions conducive to Taiwan eventually entering the Trans-Pacific Partnership and Regional Comprehensive Economic Partnership as part of our effort to join the regional economic integration.

The ROC government is committed to reflecting the will of the people. Over the past 6 years, the number of countries and territories that grant ROC passport holders visa-waiver or landing-visa treatment has jumped from 54 to 140. Taiwan has been a participating member of the U.S. Visa Waiver Program since November 1, 2012. Since then, the number of ROC nationals visiting the United States has grown by over 30%. This year alone, my office has reached multiple driver’s license reciprocity agreements with Texas, Oklahoma, Arkansas and Mississippi. Any Taiwanese citizen residing in those four states with a valid Taiwanese driver’s license may now exchange their driver’s licenses for a local one without being required to take a driving or written test.

Ladies and Gentlemen, on behalf of the Government of the Republic of China, I would like to take this opportunity to thank all of our American friends and our compatriots throughout Houston in particular and throughout Texas and the Southern United States for your friendship and assistance in promoting US-Taiwan relations. As we celebrate the 103rd National Day of the Republic of China tonight, we are also celebrating the success story of a democratic system and a full-fledged democracy. We look forward to continuing our work together with all those present today to enhance Taiwan-US relations and make the Republic of China a stronger and respectful country.

Now let me offer a hearty toast with our distinguished guests to celebrate the 103rd anniversary of the founding of the Republic of China. We all wish the Republic of China a most joyous birthday. May Taiwan-US relations continue to grow and prosper, and may you all enjoy the best of health and success! Thank you!
