The Ministry of Education Allows the Return of Graduating Students from Outside 19 Countries/Regions to the Republic of China (Taiwan) to Study from July 22

The Ministry of Education (MOE) has announced that graduating students from the academic year 108 from outside the 19 low-risk and medium-risk countries/regions are allowed to return to the Republic of China (ROC) (Taiwan) for study. Universities and colleges can apply to the MOE regarding the entry of graduating students from the academic year 108 adhere to the regulated procedures, and these students must complete a 14-day home quarantine at a central quarantine location or an epidemic prevention hotel. Following this, depending on the quarantine situation and the quarantine locations’ capacity after entry, then restrictions for other undergraduate degree students and incoming students can be relaxed and they can be allowed to enter the ROC (Taiwan) orderly.
Accordance with the supporting measures for allowing overseas students to return to the ROC (Taiwan) for study approved by the Central Epidemic Command Center (CECC) on June 17, until July 15, the MOE commenced allowing ‘overseas degree students (including graduating students from the academic year 108 and other current students)’ and ‘incoming students admitted to a degree in the academic year 109’ from 19 countries/regions to apply to enter the ROC (Taiwan). The list of 19 countries/regions include Australia, Bhutan, Brunei, Cambodia, Fiji, Hong Kong, Japan, Laos, Macao, Malaysia, Mongolia, Myanmar, New Zealand, Palau, Singapore, South Korea, Sri Lanka, Thailand, and Vietnam.
According to the summary of a CECC press conference on July 15, overseas students must conduct home quarantine for 14 days, which is the current CECC standard, although in regards to which areas, ages and grades are allowed, the MOE will make arrangements depending on its needs and capacity for epidemic prevention according to its authorities and responsibilities. The CECC will respect the MOE’s determination. The CECC approved the MOE allowing graduating students from the academic year 108 from countries/regions that were not announced before July 15 (except the current 19 countries/regions already given approval to apply) to apply from July 22 based on these three conditions. Firstly, the MOE considers the entry order and quarantine situation of overseas students to be well-executed and smooth at present. Secondly, regarding quarantine locations, in addition to the epidemic prevention hotels, the MOE has also included on-campus or off-campus quarantine dormitories on separate floors or buildings, which have passed the examination by local government health units during the summer vacation. Thirdly, the central quarantine locations with 500 beds provided by the CECC. Overseas students from the 19 countries/regions that have already been allowed to apply for entry prior to July 15 will still be processed in accordance with the regulated procedures of applying for entry and a 14-day home quarantine announced by the MOE.
For the countries/regions that have not yet been announced as being allowed to apply for
entry, universities and colleges can apply to the MOE regarding the entry of graduating students from the academic year 108 adhere to the regulated procedures, and these students must complete a 14-day home quarantine at a central quarantine location or an epidemic prevention hotel. Following this, depending on the quarantine situation and the quarantine locations’ capacity after entry, then restrictions for other undergraduate degree students and incoming students can be relaxed and they can be allowed to enter the ROC
(Taiwan) orderly.
