Representative Chou was invited to participate in a rice donation ceremony held by the Africa Taiwanese Chamber of Commerce at Baghdad Informal Settlement of Ivory Park in Johannesburg. Some of the dignitaries present at the event included President of the Africa Taiwanese Chamber of Commerce, Mrs. Sherry Cheng, Member of the Mayoral Committee for Public Safety, Councillor Michael Sun, Councillor John Mendelsohn, Chairman of the Johannesburg Taiwanese Chamber of Commerce, Mr. Michael Lee and Chairman of the Gauteng Taiwanese Chamber of Commerce, Mr. Kent Lin.
Representative Chou said that on behalf of the government of the Republic of China (Taiwan), he was delighted to share the 'Love from Taiwan' with the Taiwanese produced rice. He further stressed that Taiwan was once a recipient of international aid and that the government saw their humanitarian efforts as a way of paying forward the goodwill they had once received. Representative Chou also expressed his genuine gratitude to the Africa Taiwanese Chamber of Commerce who actively care for the local disadvantaged people of South Africa.
A total of 250 packs of rice were distributed to poor households in the informal settlement. A jubilant crowd, consisting of families, the elderly and children welcomed the dignitaries with songs and said they were very grateful for the assistance and love from Taiwan.
