INTRODUCTION
The Ministry of Education Huayu Enrichment Scholarship (HES) supports Australians to study Mandarin in Taiwan. Applications will open on 1 February, 2025 and close on 16 April, 2025.
HOW TO:
APPLY AND RECEIVE YOUR HES
1. Complete Online Application
Candidates should complete their online application by the closing date on 16 April, 2025.
During the HES application, candidates may select a 3, 6 or 9 month option. Scholarships should be completed continuously between the award period of 1 September, 2025 to 31 August, 2026. Applicants who select longer options will still be considered for shorter options if found unsuccessful for the longer option (e.g. an applicant found unsuccessful for the 6 month option will be considered for 3 months).
Candidates should note that, in principal, if they register to study at a Mandarin Training Centre in Taiwan before the beginning of the award period on 1 September, they will not be eligible for the HES.
Applications should include the following:
- A completed Application Form
- A copy of the applicant's Australian Passport or other documents that may verify nationality.
- A copy of the applicant's highest degree and academic transcripts (all certificates must be in English).
- A photocopy of the applicant's application to a Mandarin Language Centre in Taiwan (due 26 June, 2025).
- Two reference letters signed and sealed in envelopes and sent to the Selection Committee's address (*sending electronic copies via email to Australia@mail.moe.gov.tw is also acceptable)
- A signed Terms of Agreement Ministry of Education Huayu Enrichment Scholarship Program (HES) Form.
Please note that when inserting your GPA, the system only the recongises the 4-point system. If your GPA uses the 7-point system, simply convert to the 4-point GPA score by taking your GPA's percentage of 7 and converting it to 4. For example, if my GPA was 5.25 on the 7-point system, I find that 5.25 is 75% of 7; then I find that 75% of 4 is 3, making my 4-point GPA score 3.
Candidates with one of the following qualifications are NOT eligible:
- Overseas Mandarin student or a national of the R.O.C. (Taiwan)
- Has been registered as a student at a Mandarin Language Centre in 2025 at a date before 1 September or has sought a degree from a university or college in Taiwan at any time in the past.
- Already received a HES or a Taiwan scholarship in the past
- An exchange student to Taiwan during the scholarship commencement period
- Currently receiving financial benefits from the Taiwan government or another educational institution
2. Register for a Mandarin Language Centre
Candidates need to apply to an eligible Mandarin Language Centre independently of their HES application. Please see an [interactive map] of eligible Mandarin Language Centres.
Once candidates have applied for an eligible Mandarin Language Centre, they should upload a copy of their admission letter to the HES online application system by 26 June, 2025. If candidates are unable to secure an admission letter by this date, it is acceptable to provide another form of proof of registration (e.g. email confirmation).
Candidates who fail to produce a Mandarin Language Centre proof of registration by 26 June, 2025 will be disqualified from the scholarship selection process.
Candidates may apply for a Mandarin Language Centre (to study at a date between 1 September, 2025 and 31 August, 2026) either before or after they complete their HES application (but the earlier the safer).
Note, it is possible to withdraw registration to a Mandarin Language Centre in case candidates change their minds or are not awarded a scholarship.
3. Results released
Results will be published on 15 May, 2025 on our website.
Note, candidates will NOT be notified individually.
4. Attain a visa
Recipients should apply for a visitor-visa under the FR Visa Category to study Mandarin in Taiwan. Please see relevant information [here].

5. Register and receive HES stipends
Recipients should attend their Mandarin Language Center's in-person registration and notify admin of their arrival and status as a HES recipient.
Mandarin Language Center's should help recipients open a local bank account for their HES stipends to be forwarded to.
The MOE sends HES stipends to Mandarin Language Centers to forward to recipients. Mandarin Language Centers may send recipients their stipends in one of two ways:
- Use the recipient's stipend to cover their outstanding tuition fees and transfer the remainder to their Taiwan bank account.
- Transfer the full stipend to recipient's Taiwan bank account. Recipients pay tuition fees in full.
Any queries regarding payment of stipends should be directed to recipient's Mandarin Language Centre.
