2026 Ministry of Education Taiwan Scholarship

 

About

The Ministry of Education (MOE) Taiwan Scholarship aims to encourage outstanding international students (excluding students from mainland China, Hong Kong, or Macau) to pursue a university degree in Taiwan.

The scholarship is administered in accordance with the MOE Taiwan Scholarship Program Directions (see Appendix 1) issued by the Ministry of Education of the Republic of China (Taiwan).

Scholarship Value

Scholarship recipients will receive the following:

  1. Tuition and miscellaneous expenses: Up to NT$40,000 per semester to cover tuition and miscellaneous fees (including credit fees). If the combined total of tuition and fees exceeds NT$40,000, recipients are responsible for paying the remaining balance. The following items are not covered by the scholarship: administrative fees, thesis advising fees, insurance premiums, accommodation, and internet access.
  2. Stipend:  A monthly living allowance will be provided to support recipients while studying in Taiwan. Recipients pursuing an undergraduate degree will receive NT$15,000 per month, while recipients pursuing a graduate degree (Master’s or PhD) will receive NT$20,000 per month.

Available Scholarships

One Canadian student may be selected as a scholarship recipient for 2026.

Duration of the Scholarship

The duration of the scholarship is based on the academic degree pursued by the recipient:

  • Bachelor’s degree: four years
  • Master’s degree: two years
  • Doctoral degree: four years

Recipients who complete one degree and subsequently pursue a higher degree may receive scholarship funding for a maximum cumulative period of five years.

The MOE Taiwan Scholarship operates on an annual funding cycle from September 1 to August 31 of the following year. Recipients must arrive in Taiwan and complete official registration at their university or college by the specified deadline, unless a deferral has been approved by both the university and the MOE. Recipients who fail to register by the deadline will forfeit their scholarship.

Living allowance payments will begin in the month in which the recipient officially commences studies at their university or college. Payments will end when the maximum scholarship period for the recipient’s degree level is reached, or when the recipient graduates, withdraws from their studies, is suspended or expelled, or has their Taiwan Scholarship revoked. Undergraduate recipients admitted in the 2026 academic year and thereafter will receive the monthly stipend for a maximum of four years or until June 30 of their graduation year, whichever occurs first.

 

Eligibility

To be eligible to apply, applicants must:

  • Be a Canadian citizen;
  • Have a high school diploma or a higher degree;
  • Be applying to pursue an undergraduate or graduate degree in Taiwan;
  • Hold an outstanding academic record; and
  • Demonstrate good character.

Applicants are NOT eligible if they:

  1. Are R.O.C. nationals or overseas Chinese students.
  2. Are R.O.C. Alien Permanent Resident Certificate holders.
  3. Are already registered or have obtained student status at a university / college in Taiwan. (This restriction does not apply to students who are graduating and wish to pursue a higher degree.)
  4. Previously studied for a degree in Taiwan and are applying to pursue another degree at the same level (e.g., they earned a master’s degree in Taiwan and wish to pursue another master’s degree).
  5. Are exchange students or dual/joint degree students admitted to a university/college in Taiwan in accordance with an academic cooperation agreement between that university/college and their home university/college overseas.
  1. Have already received the MOE Taiwan Scholarship for a total of five years.
  2. Have previously had their MOE Taiwan Scholarship or Huayu Enrichment Scholarship revoked by the MOE.
  3. Are receiving another form of scholarship or subsidy from the R.O.C. (Taiwan) government or an academic institution in Taiwan. This restriction does not apply to subsidies provided by the recipient’s university/college to cover tuition and other fees that remain outstanding after the scholarship payment (Appendix 5).

Application

The Education Division of the Taipei Economic and Cultural Office (TECO) in Canada accepts applications from Canadian citizens whose permanent addresses are in Manitoba, Ontario, Quebec, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador. For the rest of Canada, please apply to the Education Division of TECO in Vancouver.

Applicants must send the documents listed below to the Education Division of TECO in Canada (45 O’Connor Street, Suite 1960, Ottawa, ON K1P 1A4) by March 31, 2026. Please ensure the envelope is postmarked to prove submission date. Failure to include any of the documents listed below will render an application incomplete. Incomplete applications will not be considered; TECO will NOT notify applicants of incomplete submissions. Documents submitted as part of the application package will not be returned.

An application package must include:

  1. 2026 MOE Taiwan Scholarship Application Form (Appendix 2).
  2. A copy of the applicant’s Canadian passport or other proof of Canadian citizenship.
  3. Authenticated or sealed copy of the highest degree and academic transcripts.

If issued by an academic institution outside of Taiwan, these documents must be authenticated by TECO or be delivered to TECO directly by the academic institution in a sealed envelope. Documents in a language other than Chinese or English must be translated into Chinese or English, and the translated documents must also be authenticated.

Please note that depending on the institute’s location, you will have to send your authentication application to the TECO office responsible for the jurisdiction.   1. A copy of a document proving the applicant has applied to a university / college in Taiwan.

Applicants must apply for admission directly to the universities/colleges by the deadlines established by each university/college.

Supporting documents may include but not are not limited to, application form, remittance form showing payment of the application fee, e-mail or written notification from the university acknowledging receipt of the application.

  1. A copy of a language proficiency certificate if applicable.

A copy of a test certificate or tests results demonstrating attainment of Level 3 or above on the Test of Chinese as a Foreign Language (TOCFL). This requirement only applies to students who will be studying in a program which is not taught exclusively in English.

If the English-language degree program has not been accredited by the MOE, applicants must provide documentation issued by the university confirming the program is fully taught in English. Please refer to the 2026 List of Universities/Colleges Providing Degree Programs Taught in English for the MOE Taiwan Scholarship Recipients (Appendix 4).

  1. Two letters of reference, signed and submitted in sealed envelopes.

Reference letters should be written, signed and dated within three months of submission by principals or professors/instructors of the academic institution at which the applicant studied, or supervisors.  Hard copies must be submitted in sealed envelopes either with the application package or mailed directly by referees. Photocopies or email versions will not be accepted.

  1. A copy of the MOE Taiwan Scholarship Terms of Agreement, signed by the applicant (see Appendix 3).

Selection

The Education Division of TECO in Canada will review all complete applications and may schedule online interviews if necessary. Following the review, TECO will select scholarship recipients and waitlisted candidates. All applicants will be notified of results no later than May 31, 2026.

Selected candidates must submit a photocopy of an admission letter issued by a university/college by June 30, 2026. Candidates who are not admitted to a university or college will lose eligibility for the MOE Taiwan Scholarship.  

Additional Information

All scholarship recipients automatically become members of the Taiwan Alumni Association in Canada (TAAC). TAAC aims to bring individuals together who have previously studied in Taiwan and are now located in Canada. Anyone interested in experience-sharing, engaging in dialogue on culture or language, or networking with fellow Taiwan alumni are welcome to participate in this organization.
