For holders of a "Sri Lanka" passport applying for a Republic of China (Taiwan) visa, please follow the procedures outlined below:

Permitted Visa Application Purposes:
Official invitation by government agencies.
Attending international conferences, international events, and religious, sports, cultural, or other exchange activities organized by legally established groups in Taiwan.
Visiting a spouse, direct blood relatives, or siblings who hold a legal residence status in Taiwan.
Engaging in business activities in Taiwan (including accompanying spouses and children; Bhutanese nationals applying for a business visa are exempt from the requirement of a guarantee issued by a local Taiwanese business).
Crew members intending to board a vessel in Taiwan.
Short-term medical treatment in Taiwan.
Designated Application Locations:
Applications are limited to the Taipei Representative Office in Singapore and the Taipei Office in Chennai.
Overseas missions may, based on individual case requirements, request persons connected in Taiwan to submit a letter of guarantee for review.
For business visits to Taiwan, visa applications may be submitted by a local contact in Taiwan. The local contact must prepare the relevant documents (refer to item 7 of the "Instructions for Foreign Nationals Applying for Visitor Visas for Business Visits to Taiwan") and the advance telegram fee (NT$50 per page in principle; an additional NT$50 per page for attachments) in person at Counters 31 to 33 on the 3rd floor of the Bureau of Consular Affairs (BOCA) or at the Central, Southern, Eastern, or Yun-Lin-Chia-Nan offices of the Ministry of Foreign Affairs (cash mailing is strictly prohibited). After preliminary review by BOCA, the case will be forwarded to the designated overseas mission. The overseas mission will then make a decision on approval or rejection after the applicant appears in person for submission and an interview.
Notes
Visa issuance is an act of national sovereignty. Pursuant to Article 12 of the "Regulations Governing Passports and Visas of Foreign Nationals," the Ministry of Foreign Affairs and overseas missions of the Republic of China are not required to provide reasons when refusing a visa.
Regulations for Sri Lankan nationals applying for the aforementioned visas are as follows:
A letter of guarantee must be issued by a guarantor in Taiwan; the guarantor is restricted to holders of a Republic of China National Identity Card, and the guarantee letter must complete the verification process by BOCA, domestic offices of the Ministry of Foreign Affairs, or overseas missions.
In addition to the required documents for visa applications, applicants must submit a police certificate of no criminal record, financial proof, accommodation arrangements during their stay in Taiwan, and a return flight ticket.
The "Republic of China Visa Guarantee Letter" and the "Republic of China Visa Review Notification" can be downloaded from the BOCA website or obtained free of charge from BOCA or the Central, Southern, Eastern, and Yun-Lin-Chia-Nan offices of the Ministry of Foreign Affairs.
Outstanding manufacturers recommended by the Industrial Development Bureau of the Ministry of Economic Affairs pursuant to the "Operational Guidelines for the Industrial Development Bureau of the Ministry of Economic Affairs to Recommend Outstanding Manufacturers for International R&D and Cooperation" may use the recommendation letter approved by the Industrial Development Bureau and an official company guarantee letter (stamped with the company's official seals) under the company's name to be exempt from submitting personal identity document copies.
