2009 Guidelines

I. Purpose
Given the success of the first Wow! eye Taiwan Video Contest in 2008, and to encourage more public participation in digital content production, the Government Information Office (hereinafter referred to as “the organizer”) will hold the 2009 Wow! eye Taiwan Video Contest, in the hope that people at home and abroad will gain new and multifaceted insights into Taiwan.

II. Eligibility
Anyone concerned about Taiwan and interested in promoting its image may participate in the contest.

III. Timeframe for Uploading Entries
March 1 (12 a.m. Taipei Local Time) to May 31 (midnight Taipei Local Time), 2009

IV. Instructions for Uploading Entries
1. Entries may be submitted by individuals or teams. Entries submitted by teams shall include the team’s title, the name of the team leader, and the names of all team members.

2. Entrants must register for the contest and submit their films online within the given timeframe by signing up for membership of the Internet-based Taiwan Audio Video Interactive Service (TAVIS.tw; http://TAVIS.tw) platform.

3. When uploading their film, entrants shall choose to compete in one of the following four categories: animation, documentary, short film, or music video (MV). Each entry shall compete in one category only.

4. Entrants shall upload their films in accordance with these Guidelines. Entrants violating any of these Guidelines may have their films removed from TAVIS.tw by the organizer.

V. Film Requirements
1. Specifications
(1) Maximum length: ten minutes
(2) The film should present an aspect or feature of Taiwan (including Penghu, Kinmen, and Matsu) in a way that will enhance its national image. There are no limitations on themes, content, and source material, provided they meet the criteria in (5) of this Item.
(3) Any type of video capture device may be used.
(4) The 2009 Wow! eye Taiwan animated logo (which can be downloaded from the TAVIS.tw website) shall be incorporated in the opening of the film.
(5) The film must comply with the Regulations Governing the Classification of Motion Pictures of the Republic of China under the “General audiences” or “Protected” categories.

2. Any of the following may be used as the film’s soundtrack:
(1) An original composition;
(2) Tracks designated on the contest website;
(3) Music downloaded from the international website Creative Commons (http://creativecommons.org.tw), providing the relevant terms of authorization are respected and appropriate attribution given;
(4) Other music that has been legally authorized for such use.

3. Cast
There are no limitations on casting. Entrants may select artists from the section of the contest website that lists local, senior performing artists, who they may interview, cast, or base a story on.

4. Copyright authorization
Entrants shall guarantee that they own full copyright of the audio and visual content of their films. If they make use of work whose copyrights and other rights are owned by another party or parties, entrants shall obtain prior approval and authorization from such parties. Entrants shall be held responsible and liable for any legal consequences and compensation arising from the use of work that is not their own and from infringement of copyrights and other rights. The organizer shall bear no such responsibility or legal liability.

VI. The Review Process
1. The review process shall include three stages: preliminary review, second review, and final review.
(1) Preliminary review:
In accordance with the regulations governing the classification of motion pictures, the organizer shall select entries that comply with Articles IV and V of these Guidelines, and eliminate entries that fail to comply with the same.
(2) Second review:
The organizer shall invite 14 academics and experts who are specialized in film and television to form a review committee, which shall examine the entries that have passed the preliminary review and nominate up to 100 entries for the final review.
(3) Final review:
The organizer shall invite seven academics and experts who are specialized in film and television to form a final review committee, which shall examine the entries that have passed the second review and select films for the various awards. (Entries that fail to meet the award criteria shall not be selected.)

2. Selection criteria for the second and final review stages shall be discussed and decided by the respective committee at each stage.

3. After the nominations for the final review have been announced, the contest website shall host an Internet vote for the “Online Most Popular Award.” Those wishing to vote will need to sign up for membership of TAVIS.tw before they may cast their vote.

VII. Awards
1. Awards are divided into three groups—main film awards, special awards, and encouragement awards—and shall be distributed as follows:
(1) Main film awards:
i. From among all the films, regardless of entry category, there will be one winner of the Grand Jury Award, which comes with a trophy and a prize of NT$500,000.
ii. In first place of each of the four entry categories, there will be one winner of the Golden Award, which comes with a trophy and a prize of NT$100,000.
iii. In second place of each of the four entry categories, there will be one winner of the Silver Award, which comes with a trophy and a prize of NT$50,000.
iv. In third place of each of the four entry categories, there will be one winner of the Bronze Award, which comes with a trophy and a prize of NT$25,000.
(2) Special awards:
i. From among all the films, regardless of entry category, there will be one winner of the “Wow! eye Taiwan … Special Award,” which comes with a trophy and a prize of NT$100,000. The exact name and nature of this award will be decided by a review committee at a later stage.
ii. From among all the films, regardless of entry category, there will be one winner of the Issue of the Year Special Award, which comes with a trophy and a prize of NT$100,000. The award is designed to reflect one of the nation’s major policies of the year, with this year’s theme being “The Whole Nation Striving to Boost the Economy.”
(3) Encouragement awards
i. All nominated entries will receive a prize of NT$5,000, a certificate, and a commemorative DVD of all the nominated films.
ii. After the list of nominees has been announced, a public online vote will be held. The nominee with the highest number of votes will receive the Online Most Popular Award, which comes with a trophy.
2. In the case of a team being nominated or winning an award, the trophy and/or prize money shall be handed to the team leader. Each team member will receive a certificate and a commemorative DVD.

3. Nominees shall arrive at the awards ceremony venue as stipulated in a written notice, and show their ID cards and notices of nomination to receive their respective cash prizes, certificates, and DVDs.

4. In the case of a team being nominated or winning an award, the team leader shall collect the prize money and/or trophy on behalf of the team, and the organizer shall deduct income tax from prize money in advance under the team leader’s name. The organizer shall take no part in the division of prize money within the team.

5. The organizer shall deduct income tax from all prize money in advance.

6. A nominated entry may receive either a main film award or a special award, but not both.

VIII. Notes
1. The organizer shall announce the time and place of the awards ceremony at a later stage.

2. The entrant shall grant the organizer the use, gratis and in perpetuity, of their nominated work for promotional and non-profit purposes as follows: to reproduce, distribute, alter, disseminate, broadcast, and publicly screen the work (which includes music, film stills, and clips, among others) domestically and internationally.

3. Within seven days of the announcement of the nominations, the nominees shall deliver in person or by mail a letter of authorization and consent in accordance with the preceding Item to the “Wow! eye Taiwan Task Force” at the Department of Planning of the Government Information Office (2 Tianjin Street, Taipei 10051). This shall be accompanied by a DVD copy of the film that has been nominated, as well as a second disc containing film stills, a synopsis, and a video response to their nomination of up to three minutes in length, so that a commemorative DVD of all nominated entries may be produced. Failure to deliver all these items shall result in the entrant’s disqualification. No new nominations shall be made to replace disqualified entrants.

1. Entrants, nominees, or award recipients whose work is found to be not their own or in violation of copyright or other laws or the Articles of these Guidelines shall have their status as entrants, nominees, or winners revoked by the organizer. Their entry shall be removed from the TAVIS.tw platform, and any trophies, prize money, notices of nomination, and commemorative DVDs they have already received shall be returned to the organizer. All entrants, nominees, and winners shall acknowledge and agree to this.

2. The organizer reserves the right to revise these Guidelines.
