On July 6, 2023, United States Customs and Border Protection (CBP) revoked current ESTAs for nationals of Visa Waiver Program eligible countries, including yours, who hold dual nationality with Cuba or who have traveled to Cuba since January 12, 2021, the date on which Cuba was designated by the Department of State as a state sponsor of terror. Affected citizens will receive notice that they are no longer eligible for ESTA and should instead apply for a non-immigrant visa to travel to the United States. I understand many of those affected might have imminent or urgent travel. These travelers may request an expedited visa appointment
To request an expedited appointment at the U.S. Embassy in Mexico City or a U.S. Consulate in Mexico, travelers must first schedule a regular appointment on the next available date, then request an expedited appointment within the appointment system. In the request, they should include the date and purpose of travel as well as the information received from CBP notifying them their ESTA has been revoked or denied.
Exemptions to the above will be made for individuals whose travel to Cuba was to perform military service or to carry-out duties as a full-time employee of an ESTA eligible national government. There are no exceptions for travel on behalf of international organizations.
