About the Scholarship
The Huayu Enrichment Scholarship is sponsored by the Ministry of Education (MOE) of the Republic of China (Taiwan) and administered in accordance with the Ministry of Education Huayu Enrichment Scholarship (HES) International Student Directions (Attachment 1).
This scholarship provides students from New Zealand with opportunities to study Mandarin (Huayu) in Taiwan, deepen their understanding of Taiwanese culture and society, and promote mutual understanding and interaction between Taiwan and New Zealand.
Scholarship Benefits
The scholarship provides a monthly stipend of NT$28,000 to assist with expenses such as tuition, books, accommodation, and other living costs.
Applicants are advised to prepare funds of no less than US$3,000, adjusted to their individual lifestyle, to cover initial expenses during their stay, including housing, tuition pre-payments, and other living costs.
Recipients will begin receiving their stipend approximately two months after registering and commencing studies at a Mandarin Learning Centre (MLC), subject to each MLC’s payment schedule.
Duration
Applicants may choose to study for a period of three, six, nine, or twelve months between 1 September 2026 and 31 August 2027, or summer programme (June–July or July–August). The final scholarship duration is determined at the Ministry’s discretion. Scholarships may not be extended or deferred.
Scholarship recipients who fail to arrive in Taiwan and complete in-person registration at their Mandarin Learning Centre (MLC) by the specified deadline will forfeit their scholarship. Stipends will cease after the student’s final month of study or if the scholarship is revoked.
Recipients must obtain the correct visa type to enter Taiwan.
Eligibility
To be eligible for the scholarship, applicants must:
- be a citizen of New Zealand and be aged 18 years or older;
- have completed University Entrance (NCEA Level 3 or above), or an equivalent qualification, with excellent results; and
- demonstrate good moral character and be in good health.
Applicants may NOT apply if they:
- are an overseas Chinese student or a citizen of the R.O.C.;
- are currently registered as a student at a Mandarin Language Centre or have studied for a degree at any university/college in Taiwan;
- have received the Huayu Enrichment Scholarship or Taiwan Scholarship in the past;
- will be an exchange student in Taiwan during the scholarship period;
- are currently receiving financial assistance from the R.O.C. (Taiwan) government or any educational institution in Taiwan.
Application
Applicants must first apply for Mandarin courses at one of the language centres listed in Attachment 2.
Applicants must then apply for the scholarship program online (https://Taiwanscholarship.moe.gov.tw/Apply) between 1 February and 31 March 2026.
After completing the online application, applicants should print out the application forms and submit them no later than 31 March 2026 to the following the following address:

Documents Required
- A completed Huayu Enrichment Scholarship Application Form, printed out from the online application system and signed by the applicant.
- A photocopy of your passport or another document proving your citizenship. Applicants with multiple citizenships should also include copies of other passports or citizenship
- Photocopies of your highest academic degree or certificate, along with complete academic transcripts.
- Evidence showing that you have applied to a recognized Mandarin Language Centre.

- Two letters of recommendation. These letters should be written by professors, instructors, or supervisors.
- Signed copy of the Terms of Agreement Ministry of Education Huayu Enrichment Scholarship Program (HES) (Attachment 2).
Please note that no documents submitted as part of the application package will be returned to applicants.
All documents must be authenticated by the Taipei Economic and Cultural Office before the scholarship certificate can be awarded.
