1.Taiwan (ROC) Passport Renewal / Loss Reissue Instructions

Types of Passport Applications :

  • The Ministry of Foreign Affairs issues chip passports through the Taipei office. The approval process takes approximately five weeks from the date all required documents are submitted and the payment is received.
    • Urgent Return to Taiwan
      If you need to return urgently to Taiwan, please apply for a Certificate of Entry and provide proof of a direct flight ticket or booking confirmation.
    • Local One-Year Passport
      If you cannot wait for the standard processing time of at least 5–6 weeks, you may apply for a locally issued passport valid for one year. Please note that, except for entry into Taiwan, you must independently confirm whether a biometric (chip) passport is required for travel to other countries.
    • Chip Passport (Standard Processing)
      If you have sufficient time, you may apply for a chip passport valid for five years for children, or ten years for applicants aged 14 and above.
    • Chip Passport (Expedited Processing)
      If you cannot wait for the standard processing time, you may pay an additional NZD $110 urgent processing fee to have the passport issued in approximately two weeks.
  • Processing times are calculated from the date all required documents have been submitted and no further documentation is required, starting from the day payment is received (not the application date). Unless the NZD $110 urgent processing fee is paid, applications will be processed in the order they are received. Please refrain from requesting expedited processing.
  • The review process is under the authority of the Taipei office. If the Taipei office requests additional documents or rejects an application, our office will notify the applicant via email and recalculate the processing time. Once the data has been sent to Taipei for review, any requests for data correction must be approved by the Taipei office.
  • Completed passports will be issued by the Taipei office and mailed back to New Zealand.


DOCUMENTS REQUIRED(Filled out in Chinese)

  • The use of erasable pens is prohibited, as their ink fades when exposed to heat, which may affect the validity of the document. Official documents must not be altered or corrected arbitrarily.
  • Passport Application Form (Written in Traditional Chinese):
    • Be sure to read the examples and notes at the bottom of the article.
    • Passport Application Form ODT Editable File - Please Modify According to Personal Information.
  • Photo Required: Print Two Photos with White Background
  • Submit the original old passport: Do not cut or alter it yourself. Please remove any passport cover.
    • Expired Passports: Even if expired, the old passport must be submitted.
    • Lost but Not Expired Passport: Print out the police report issued by the New Zealand police, and a copy of ID or household registration transcript or other documents proving Republic of China (Taiwan) nationality.
      • The police report must specify that the lost item is a Taiwan passport and include a detailed account of how it was lost.
      • If the police authority has not issued or will not issue a police report, please file a report through the 105 online reporting system, and print out the record. The report must clearly state the name of the passport holder and specify that the lost document is a Taiwan passport.
      • If you are unable to submit a police report, please complete the statement explaining the lost passport.
    • Lost and Expired Passport : Print out a copy of ID, household registration transcript, or other documents proving Republic of China (Taiwan) nationality.
    • The reissued passport is valid for a maximum of five years. However, for individuals under the age of fourteen, the validity is limited to three years.
  • For individuals whose place of birth is Taipei City, New Taipei City, Taoyuan City, Taichung City, Tainan City, or Kaohsiung City, according to Article 12 of the Enforcement Rules of the Passport Act, the information on the passport data page — including Chinese name, National ID number, gender, date of birth, and place of birth — shall be based on household registration records.
    • If the passport already lists one of the six municipalities as the place of birth, no additional proof is required.
    • If the place of birth on the passport is listed as "TAIWAN" but the household registration shows one of the six municipalities (including cases where a New Zealand passport lists the place of birth as one of the six municipalities), please submit a household registration transcript, National ID, or a birth certificate to request a correction of the place of birth.
    • For those whose place of birth is not one of the six municipalities, the place of birth on the passport will be listed uniformly as "TAIWAN."
  • New Zealand Identification Documents (Original & Copy): This includes documents such as New Zealand passports, PR, visas, or citizenship certificates.
    • Passport Copies: The Republic of China (Taiwan) and New Zealand passports can be copied on the same page.
    • For Mailing: Send back the original Taiwan passport. For New Zealand identification documents, you may choose to mail either the original or a copy.
    • Submitting Copies: Ensure that the original NewZealand passport is signed. For coloured copies, including the signature page, write "Certified True Copy" and sign and date the copy. The same applies to other residency documents. Failure to sign and date will delay processing or collection times.
    • If the New Zealand passport has expired, an additional valid New Zealand identification document must be submitted.
    • Mailing Instructions: Mark the envelope with "Passport Application Team.
  • For Applicants Under 18 (Except Married Individuals):
    • Legal Guardians' Consent: The legal guardians (both parents) must submit their passports, sign the consent section on the back of the passport application form, and provide original and copies of documents proving marriage and parent-child relationships.
    •  A household registration certificate issued within the last three months can prove both marriage and parent-child relationships.
    •  If no household registration certificate is available, submit the applicant’s original birth certificate and original and copies of both parents' passports to verify the parent-child relationship, along with the original and copies of the parents'  Taiwan ID card with the registered spouse’s name to verify the marriage.
    • If parents are divorced, the custodial parent must provide legally effective proof of guardianship with both original and copies.(Must be verified by this office.)
    • For applicants who are born out of wedlock (where the parents are not married), born before the parents’ marriage, or where the marriage has lasted less than 181 days, please see Certificate of no impediment to marriage or Divorce Decree.
  • Male Applicants:
    • Exempt/Discharged: Males under 18 or over 37 are not required to submit military service documents.
    • Exempt/Discharged: Males aged 19 to 36 who are exempted from service or already discharged must provide proof of exemption or discharge.
    • Males of conscription age (from January 1 of the year they turn 19 to December 31 of the year they turn 36):
    • Without  Overseas Residence Endorsement: Must submit proof of enrollment (verified by this office). ← Click here for application procedures and required documents for verification of enrollment certificates.
      • Maximum age limits for study abroad:
        • Undergraduate: up to December 31 of the year they turn 24 (those who already studied abroad in the year they turned 19 are not limited to formal degree programs; language courses are also acceptable).
        • Master’s program: up to age 27.
        • Doctoral program: up to age 30.
        • For undergraduate programs longer than 4 years, the maximum age limit may be extended by one year for each additional year of study.
        • Students continuing directly from undergraduate to master’s or doctoral programs may also extend the maximum study age; however, the maximum age limit for doctoral programs is capped at 33.
    • Without  Overseas Residence Endorsement & cannot provide proof of enrollment. only a one-year return passport can be issued for completing military service; a ten-year chip passport may be applied for after discharge.
  • The application cannot be processed if the required documents are not fully submitted.

If the Parents Are in Taiwan
  • In the passport application form, please fill out Section 10 [Contact Information in Taiwan] with the detailed contact phone numbers and address of the parents in Taiwan.
  • Parents should bring their ID cards and household registration certificates to the Ministry of Foreign Affairs' Bureau of Consular Affairs or to any of its local offices to complete the consent form.


Other Important Notes:

  • The information on the chip passport data page must match the data stored in the chip. If you need to apply for a new signature in a foreign language, amend the foreign language name, or correct birth place information, this must be done through a passport renewal process.
  • Application for amending passport data, you should complete and sign the passport amendment application form and to be supported by copies of relevant legal documentary evidence for verification purpose if amendments involve changes in name, place of birth.
  • If your place of birth printing on your passport was not correct, you should complete and sign the passport amendment application form and to be supported by copies of relevant legal documentary evidence such as Taiwan ID card or Taiwan Household Register Book or Birth Certificate.
  • Passports can be applied for in person or by mail. If you appoint someone to handle the application on your behalf:
    • Ensure that the “Applicant’s Signature” field on the back of the application form is signed by the applicant personally.
    • The agent must present their identification (original passport or ID card) and a power of attorney signed by the applicant.
  • According to international norms, the passport must be valid for at least 6 months beyond the date of entry into other countries.
  • If a passport is damaged, defaced, or altered (including additions or stampings), it should be renewed. The consular office or embassy may interview the applicant and extend the processing period up to 2 months, or up to 6 months in extreme cases, and may shorten the passport’s validity to between 1 year and 6 months and 3 years.
  • If you need to change your Chinese name, it is recommended to handle this at the household registration office upon returning to your home country and then apply for a new passport to avoid discrepancies with domestic documents.
  • If your appearance has significantly changed compared to the photo in your current passport, you should apply for a new passport.
  • If you have legally changed your Chinese name, you should apply for a new passport.
  • If your current passport has less than a year of validity left, you should apply for a new passport.


FEES :

  • NZ$77.00: For an ordinary passport with ten-year validity.
  • NZ$53.00:
    • For applicants under 14.
    • Passports for males subject to conscription: valid for 3 years if meeting study requirements; otherwise, only a 1-year return passport will be issued.
  • NZ$17.00: For applicants who cannot wait for the usual re-issuance time frame, instead, obtain a passport with one-year validity.
  • Only Eftpos or cash payments are accepted.
  • Application may be couriered: Please make sure you send us all required documents, our office will get in touch with you via email to provide payment details as soon as your application is received. If you are paying via bank transfer, please ensure to include the case reference number in the transfer details.


DURATION

  • Regular passport applications take about 5 weeks. You will be notified via email when it is ready for pickup. Please ensure that the email address field on the application form is clearly filled in. (This does not include holidays, mailing time, or situations requiring additional documents.)
  • The endorsement of the Overseas Compatriot Identification Certificate on a passport takes approximately 2-4 weeks. (This does not include holidays, mailing time, or situations requiring additional documents.)
  • To collect your documents, you must present the receipt. If you have someone else pick up the documents for you, they must show the receipt and their identification.
  • If you need the documents mailed to a New Zealand address, please prepare a self-addressed postage-paid envelope with tracking, and include the recipient's details. The office is not responsible for delays or losses once the documents are sent.
  • If there are more than three applicants or if you are applying for additional endorsements or document certifications, consider purchasing a medium or large-sized envelope due to the volume of documents.
  • For those living in rural or remote areas, additional Rural Delivery Service charges apply.
  • If expedited delivery is required on a Saturday, you may opt for the Saturday Delivery Service.
  • Please ensure you keep the tracking number for your own reference to check the delivery status.

護照範本Please carefully read and complete the form with clear handwriting on both sides. The applicant must personally sign in Column 11 ("Applicant's Signature") on the back of the application form.

  • For the Chinese name: Write in block letters. For the foreign (surname first) section, use the phonetic translation of the Chinese name according to the old passport. The surname should be listed first, followed by a comma, then the given name, with a hyphen in between.
  • Foreign Aliases: If there are no foreign aliases, this section does not need to be filled out. For corrections or additions to foreign aliases, please complete the Republic of China passport additional endorsement or correction application form.
  • Column 2: Write the birthplace according to the passport data. If the passport shows "Taiwan," only write "Taiwan Province," without specifying the city or county.
  • Column 7: Issuing authority is the Ministry of Foreign Affairs, Taiwan.
  • Column 8: For New Zealand identification documents, the passport issuing authority is DIA WLG, visa type is Immigration New Zealand, and the visa document number should be filled in as Client No.
  • Collection Notification: Collection will be notified via email; please ensure the email is written clearly. Hotmail may block the email, so check the spam folder.
  • Column 10: If there is no contact person in Taiwan, select "None."
  • Column 11 Signature Section:
    • Applicants aged 7 and above must sign in Column 11.
    • For those under 7, a parent should write the applicant’s name in Column 11 (and indicate "by parent").
    • For those under 18 (except married individuals), signatures of both legal guardians (parents) are required on the back of the application form, along with copies of identification documents.
    • If parents are divorced, the parent or guardian must provide proof of guardianship.
  • For those using a pre-paid return envelope for collection: Fill in the postal tracking number in Column 12 on the back of the application form.
  • Please keep the postal receipt and tracking number. The office is not responsible for delays or losses after dispatch.
  • In the signature section on the back of the application form on the day of collection: Write the holder's name and the signature of the person collecting the passport in block letters.
