Application for Overseas Compatriot Identity Endorsement of a R.O.C. (TAIWAN ) Passport
Eligibility and Required Documents for Applying for an Overseas Compatriot Status Endorsement (“Overseas Endorsement”)
Eligibility Requirements
- The applicant must hold a valid ordinary passport of the Republic of China (Taiwan).
- The applicant must have lawfully resided in Palau on a long-term basis.
(As Palau does not issue permanent residency permits, applicants must demonstrate continuous lawful residence status through valid visas or residence authorizations.) - The applicant must have resided overseas for a cumulative total of four years
(defined as at least 1,460 days accumulated abroad), and must also:- Have resided continuously in Palau for at least six months, or
- Have resided in Palau for at least eight months per year over the most recent two years.
(Periods of residence in Mainland China, Hong Kong, and Macau are excluded.)
Required Documents
- Checklist of required documents for Overseas Endorsement.
- A completed Application Form for Overseas Compatriot Status Endorsement (Additional/Transfer) on the Passport of the Republic of China (Taiwan).
- A valid passport.
- An Entry and Exit Record Certificate issued within the past three months.
→ Can be obtained from the National Immigration Agency (NIA), Ministry of the Interior, or the immigration section of this office. - Documentary proof of lawful long-term residence in Palau, such as:
- Valid visas, entry permits, or other residence authorizations covering the required period
- Evidence demonstrating continuous residence over the past four years
- Documentary proof of:
- Four years of cumulative overseas residence, and
- Either six consecutive months of residence in Palau, or
- At least eight months per year in Palau over the past two years
- Household Registration Transcript issued within the past three months (original + 2 copies).
- No application fee required
Required Documents for Transfer Endorsement When Applying for a New Passport
- A new valid ROC (Taiwan) passport
- The old passport bearing the Overseas Endorsement stamp
- A valid passport and proof of lawful residence in Palau (e.g., visa, entry permit, or residence authorization)
- Supporting documents demonstrating continuous lawful residence over the preceding four years
Regulations for Males Approaching Conscription Age / Conscription-Age Males
- Must not stay in Taiwan for more than 183 days per year (cumulative).
- Males with household registration in Taiwan who apply for the Overseas Endorsement after January 1 of the year they turn 16 must:
- First apply to the National Immigration Agency for an Entry and Exit Record Certificate covering the relevant period.
- If there is no entry/exit record during that period, and the passport does not bear stamps such as:
- “Has not fulfilled military service obligation”
- “Departure requires prior approval”
→ The endorsement may be processed under general procedures.
- Otherwise, approval from the Ministry of the Interior is required before processing.
Definitions
- “Male Approaching Conscription Age”:
From January 1 of the year following the applicant’s 16th birthday until December 31 of the year the applicant turns 18. - “Conscription-Age Male”:
From January 1 of the year following the applicant’s 18th birthday until December 31 of the year the applicant turns 36, for males who have not yet completed compulsory military service.
