Taiwan moved up seven spots to 20th in the latest World Talent Ranking published Nov. 18 by Switzerland-based International Institute for Management Development.
The country finished fifth in the Asia-Pacific ahead of Malaysia, 22nd; South Korea, 33rd; Japan, 35th; Indonesia, 41st; China, 42nd; Thailand, 43rd; and the Philippines, 49th. It trailed Singapore, 10th; Hong Kong, 15th; Australia, 16th; and New Zealand, 17th.
Switzerland heads the table overall, followed by Denmark and Sweden in that order.
The sixth edition of the annual report assessed 63 economies using 32 indicators in three categories: appeal, investment and development, and readiness. Appeal evaluates the extent to which an economy attracts foreign talent and retains local professionals; investment and development measures resources committed to nurturing homegrown human capital; and readiness quantifies domestic skills and competencies.
Taiwan ranks 29th in appeal, 24th in investment and development, and 12th in readiness. It achieved top-10 status in four of the 32 indicators: educational assessment, graduates in sciences, effective personal income tax rate, and health infrastructure.
Cabinet-level National Development Council welcomed the result, adding that the government is committed to promoting policies aimed at attracting and retaining world-class class talent.
In particular, 13th for the indicator student mobility underscores the success of talent cultivation initiatives aimed at expanding exchanges with New Southbound Policy target countries, the NDC said.
A key plank in the government’s national development strategy, the NSP seeks to enhance Taiwan’s agricultural, business, cultural, education, tourism and trade ties with the 10 Association of Southeast Asian Nations member states, six South Asian countries, Australia and New Zealand.
