I. General Qualifications:
A. The applicant should be an international student without nationality of Taiwan (ROC).
1. An individual of foreign nationality, who has never held a nationality status from the Republic of China and who does not possess an overseas Chinese student status at the time of his/her application, is qualified to apply for admission under this regulation.
2. An individual of foreign nationality, pursuant to the following regulations and who has continuously stayed overseas for no less than 6 years is also qualified to apply for admission under this regulation. However, an individual who plans to apply for study at a department of medicine, dentistry or Chinese medicine must have continuously stayed overseas for a period no less than 8 years.
(1) An individual who also is a national of the R.O.C., but does not hold or has had a household registration in Taiwan.
(2) An individual who also was a national of the R.O.C. but has no R.O.C. nationality at the time of their application shall have an annulled status regarding their R.O.C. nationality for no less than 8 years after an annulment of R.O.C. nationality by the Ministry of the Interior.
(3) Regarding individuals mentioned in the preceding 2 subparagraphs, they must not have studied in Taiwan as an overseas Chinese student nor received placement permission during the same year of the application by the University Entrance Committee for Overseas Chinese Students.

B. The applicant, who graduated from a high school, college or university, which is recognized by Ministry of Education, Taiwan (ROC), can apply for admissions. The international student with a high school diploma is eligible to apply for 4-year undergraduate programs; with bachelor’s diploma for graduate programs.

How to Apply (Applying by post):
Please send your application documents to the following address:

(Note: Those who have incomplete documents or illegible handwriting on their application forms will result in a fail application.)
III. Application Deadline:
 For Fall semester: The application deadline is on May 31st. The date of his/her application is decided by postmark.
 For Spring semester: The application deadline is on November 30th. The date of his/her application is decided by postmark.
IV. Application Documents Required:
A. One copy of the complete application form.
B. Two photos (in passport-photo size) taken within the past 3 months.
C. A photocopy of passport (The applicant only has to photocopy the first page of his/her passport, on which presents personal information and the photo of the applicant.).
D. One photocopy of diploma (presented in English or Chinese), which must be issued by his/her alma mater and must be authenticated from Taiwan Embassy/Representative Office in his/her country. Those who apply for bachelor programs must submit his/her high school diploma, and those who apply for graduate programs, must submit his/her bachelor diploma. The applicant, who is this year’s graduates, must submit his/her diploma when registering KSU. Otherwise, the admission will be cancelled.
E. High school or college transcripts presented in English or Chinese and must have official seal of his/her alma mater on it and must be authenticated from Taiwan Embassy/Representative Office in his/her country.
F. Two recommendation letters, one of which should be a letter of his/her Chinese or English language teacher in order to prove his/her Chinese or English language proficiency. The other one should be from one of his/her academic professors, in which he/she could prove his/her academic potential for the advanced study.
G. Health certificate (which must be in English version): his/her health certificate, which is a result of his/her health examination taken from governmental or public hospital within the past 6 months. Please refer to the Appendix.
H. If the applicant would like to apply for master programs, he/she has to hand in one copy of study plan in Chinese or in English (which must be a piece of work with more than 1,000 words and be well-organized.)
I. One copy of financial statement issued by a bank or an organization (a proof of sufficient funds to afford the applicant’s study and daily expenses in Taiwan). A careful financial planning is the responsibility of each student. It is not wise to travel with a large sum of currency; therefore, we recommend that the applicant uses traveler’s checks or have his/her bank transfer funds to the local bank branch in Taiwan before he/she comes.
J. Other documents required by the specific department or institute.
K. Applicants apply for the doctoral programs should submit a copy of their master thesis and relevant publications.
V. Some Issues about Applications:
A. An applicant can apply for ONLY one program.
B. The applicant should make sure that himself/herself is an eligible applicant and should check correctness of all application documents.
C. The application with missing articles, incomplete forms, or illegible handwriting will not be accepted by KSU. The applicant cannot do any changes to his/her application documents after sending them out. KSU will not return any application document to the applicant, no matter he/she receives admission or not. Therefore, please make a photocopy of all his/her documents by himself/herself before sending them out.
D. According to the regulations of Ministry of Education, Taiwan (ROC), those who have been expelled by any university or college in Taiwan are not eligible to apply for admission to any university in Taiwan. Violation of this regulation will result in cancellation of his/her admission.
VI. Notification of Admitted Students:
A. Application results
 Fall semester: will be sent out on 31st July.
 Spring semester: will be sent out on 31st December.
B. The list of admitted students will be announced on our website: http://www.ksu.edu.tw/eng/ . If the applicant doesn’t receive the notice by end of August, please contact Office of International Affairs to re-issue. The contact information is listed below:

VII. Processes after Receiving Acceptance Letter:
A. Please follow the schedule of the acceptance letter to complete registration processes.
B. After receiving acceptance letter, admitted applicants need to pay all expenses before the date which specified on the acceptance letter. His/her delay of any payment, which will be considered as an incomplete registration, may lead to cancellation of his/her admission.

VIII. Reference about All Expenses:
A. Tuition and miscellaneous fees for each semester:
The tuition and miscellaneous fees may vary annually based on rules and regulations of Kun Shan University (KSU) and the Ministry of Education, Taiwan (ROC). The following rate table only applies to this academic year. (There are two semesters in each academic year in Taiwan (ROC).)

B. Accommodation fees:
The applicant who is admitted by the school may apply a room in the dormitory. The Accommodation Application Form is attached with this document. The information of dormitory suites is presented below:

C. Student insurance:
The cost of student insurance is NT $ 260 per person for each semester.
D. The fees of Resident Visa and Resident Certificate:
It costs about NT $4,000 per person to apply for a Resident Visa and a Resident Certificate. It costs NT $ 1,000 per person to renew the Resident Certificate.
E. The premium of National Health Insurance Policy:
In Taiwan, any foreigner who stays longer than 6 months and holds a Resident Certificate should enroll in the National Health Insurance (NHI) Program. The premium is around NT $749 per person every month. For the first six months, international students need to join International Student Insurance. It costs NT$2,610 per person. (The actual price may vary based on the announcement of insurance company.)
F. Bedding fees (including a quilt, sheet, pillow….etc.): About NT $2,000 per person.
G. Dormitory deposit: NT$3,000 (NT$ 3,000 is for the deposit to fix the facilities in the room if students break any facilities in the room before they graduate and departure. If the room is OK without any damage, NT$ 3,000 will be returned to students.)
H. Other expenses:
Book expenses vary with different courses he/she takes. Generally it is about NT$5,000 every semester. Meals at in-campus cafeterias may cost around NT $4,500 per month, whereas eating off-campus may cost he/she more than NT $6,000 per month.
IX. Scholarship Information:
A. KSU Scholarships: KSU provides outstanding international students with various scholarships, which will support them to pursue their academic study. KSU provides 3 different scholarships - Founder Scholarship, Board Chairman Scholarship, and President Scholarship. The details of scholarships are as following:
1. Founder Scholarship: The applicants can have tuition, miscellaneous fees, and accommodation fees waived.
2. Board Chairman Scholarship: The applicants can have tuition and miscellaneous fees waived.
3. President Scholarship: The applicants can have accommodation fee waived.
B. Taiwan Scholarships:
Taiwan Scholarships are sponsored by Taiwan government. The applicant can search for more information on the website: http://www.studyintaiwan.org/.
X. Notices:
A. For any question or complaint about admission procedure, the applicant can submit a written statement to the Office of International Affairs of KSU within 15 days after the announcement of admission results. Anonymous letters of complaints will not be processed.
B. If any matter relevant to application fails to stipulate here, please follow the decision of the Admission Committee of KSU.

一、本表供外籍人士等申請在台灣定居或居留時使用。This form is for residence application.
二、兒童6歲以下免辦理健康檢查,但須檢具預防接種證明備查(年滿1歲以上者,至少接種1劑麻疹、德國麻疹疫苗)。 A child under 6 years old is not necessary to have laboratory examination, but the certificate of vaccination is necessary. Child age one and above should get at least one dose of measles and rubella vaccines.
三、妊娠孕婦及兒童12歲以下免接受「胸部X光檢查」。 Pregnant women and children under 12 years of age are exempted from chest X-ray examination.
四、兒童15歲以下免接受「HIV抗體檢查」及「梅毒血清檢查」。 A child under 15 years old is not necessary to have Serological Test for HIV or Syphilis.
五、居住於北美洲、歐洲、紐西蘭、澳洲、日本、南韓、香港、澳門及新加坡等地區或國家之申請者,得免驗腸內寄生蟲糞便檢查。 Applicants living in Northern America, Europe, New Zealand, Australia, Japan, South Korea, Hong Kong, Macao or Singapore are not required to undergo a stool examination for parasites.

附錄:健康檢查證明不合格之認定原則
檢查項目 不合格之認定原則
人類免疫缺乏病毒抗體檢查 一、人類免疫缺乏病毒抗體檢驗經初步測試,連續二次呈陽性反應者,應以西方墨點法(WB)作確認試驗。
二、連續二次(採血時間需間隔三個月)西方墨點法結果皆為未確定者,視為合格。
胸部X光檢查 一、活動性肺結核(包括結核性肋膜炎)視為「不合格」。
二、非活動性肺結核視為「合格」,包括下列診斷情形:纖維化(鈣化)肺結核、纖維化(鈣化)病灶及肋膜增厚。
腸內寄生蟲糞便檢查 一、經顯微鏡檢查結果為腸道蠕蟲蟲卵或其他原蟲類如:痢疾阿米巴原蟲(Entamoeba histolytica)、鞭毛原蟲類,纖毛原蟲類及孢子蟲類者為不合格。
二、經顯微鏡檢查結果為人芽囊原蟲及阿米巴原蟲類,如:哈氏阿米巴(Entamoeba hartmanni)、大腸阿米巴(Entamoeba coli)、微小阿米巴(Endolimax nana)、嗜碘阿米巴(Iodamoeba butschlii)、雙核阿米巴(Dientamoeba fragilis)等,可不予治療,視為「合格」。
三、妊娠孕婦如為寄生蟲檢查陽性者,視為合格;請於分娩後,進行治療。
梅毒血清檢查 一、以RPR或VDRL其中一種加上TPHA(TPPA)之檢驗,如檢驗結果有下列情形任一者,為「不合格」:
(一)活性梅毒:同時符合條件(一)及(二)、或僅符合條件(三)者。
(二)非活性梅毒:僅符合條件(二)者。
二、條件:
(一)臨床症狀出現硬下疳或全身性梅毒紅疹等臨床症狀。
(二)未曾接受梅毒治療或病史不清楚者,RPR(+)或VDRL(+),且TPHA (TPPA)=1:320以上(含320)。
(三)曾經接受梅毒治療者,VDRL價數上升四倍。
三、梅毒血清檢查陽性者,檢具治療證明,視為合格。
麻疹、德國麻疹 麻疹、德國麻疹抗體陰性且未檢具麻疹、德國麻疹預防接種證明者為不合格。但經醫師評估有麻疹、德國麻疹疫苗接種禁忌者,視為合格。

Principles in determining the health status failed
Test item Principles on the determination of failed items
Serological Test for HIV Antibody 1. If the preliminary testing of the serological test for HIV antibody is positive for two consecutive times, confirmation testing by WB is required.
2. When findings of two consecutive WB testing (blood specimens collected at an interval of three months) are indeterminate, this item is considered qualified.
Chest X-ray 1. Active pulmonary tuberculosis (including tuberculous pleurisy) is unqualified.
2. Non-active pulmonary tuberculosis including calcified pulmonary tuberculosis, calcified foci and enlargement of pleura, is considered qualified.
Stool Examination for Parasites 1. By microscope examination, cases are determined unqualified if intestinal helminthes eggs or other protozoa such as Entamoeba histolytica, flagellates, ciliates and sporozoans are detected.
2. Blastocystis hominis and Amoeba protozoa such as Entamoeba hartmanni, Entaboeba coli, Endolimax nana, Iodamoeba butschlii, Dientamoeba fragilis found through microscope examination are considered qualified and no treatment is required.
3. Pregnant women who have positive result for parasites examination are considered qualified and please have medical treatment after delivery.
Serological Test for Syphilis 1. After testing by either RPR or VDRL together with TPHA(TPPA), if cases meet one of the following situations are considered failing the examination.
(1)Active syphilis: must fit the criterion (1) + (2) or only the criterion (3).
(2)Inactive syphilis: only fit the criterion (2).
2. Criterion:
(1)Clinical symptoms with genital ulcers (chancres) or syphilis rash all over the body.
(2)No past diagnosis of syphilis, a reactive nontreponemal test (i.e., VDRL or RPR), and TPHA(TPPA)=1:320↑(including 1:320)
(3)A past history of syphilis therapy and a current nontreponemal test titer demonstrating fourfold or greater increase from the last nontreponemal test titer.
3. Those that have failed the serological test for syphilis but have submitted a medical treatment certificate are considered passing the examination.
