國立臺北科技大學徵求第十五任校長候選人啟事

Announcement: Search for the 15th President of National Taipei University of Technology 一、本校現任校長任期即將於 115 年 1 月 31 日屆滿,茲依據本校第十五任校長 遴選委員會作業細則及本校第十五任校長遴選委員會第一次會議決議,公開徵求新任校長候選人。

  1. The current President of National Taipei University of Technology will complete his term on January 31st, 2026. In accordance with the “Operational Guidelines for the Selection Committee of the 15th University President” and the resolution passed at the first meeting of the Selection Committee, the University hereby announces a public call for candidates for the next President.

二、本校校長候選人除應符合教育人員任用條例及其他相關法令之規定外,並應具備下列條件:

(一)就任校長時(115年2月1日),年齡未滿65 歲(需於民國50年2月2日以後出生)。

(二)前瞻性之教育理念及科技、人文兼容之素養。

(三)公認的學術成就與聲望。

(四)高尚的道德情操與民主風範。

(五)具卓越規劃、組織及領導能力。

(六)有爭取及妥善運用資源之能力。

(七)充分尊重學術自由。

(八)不得兼任政黨職務。

  1. In addition to meeting the requirements stipulated in the Act Governing the Appointment of Educators and other relevant laws and regulations, candidates for the position of University President must also meet the following qualifications:

(1) As of the start date of the presidency (February 1st, 2026), candidates must be under the age of 65 (born on or after February 2nd, 1961)

(2) A visionary approach to education, with a strong understanding of emerging technologies and a deep appreciation for the arts and humanities 2

(3) Widely recognized academic achievements and reputation

(4) A strong sense of ethics and commitment to democratic principles

(5) Exceptional skills in planning, organizing, and leading

(6) Ability to secure and effectively utilize resources

(7) Respect for academic freedom (8) Must not hold any position in a political party

三、另依本校第十五任校長遴選委員會作業細則第八條規定:

(一)候選人應於參加遴選之表件揭露下列事項:

1.符合教育人員任用條例所定大學校長資格之學經歷。

2.聲明未具教育人員任用條例所定消極任用資格。

3.學位論文名稱及指導者姓名。

4.遴選表件收件截止日前3年內(即111年6月3日【含】以後),曾擔任營利事業董事、獨立董事、監察人或其他執行業務之重要職務。

5.其他經遴委會決議應揭露之職務、關係或相關事項。

(二)遴委會委員與候選人間有下列情形之一者,應向遴委會揭露:

1.配偶、前配偶、四親等內之血親或三親等內之姻親或曾有此關係。

2.學位論文指導之師生關係。

3.遴選表件收件截止日前3年內(即111年6月3日【含】以後),曾同時擔任同一營利事業董事、獨立董事或監察人。

4.遴選表件收件截止日前3年內(即111年6月3日【含】以後),曾同時擔任同一營利事業決策或執行業務之職務。

5.遴選表件收件截止日前3年內(即111年6月3 日【含】以後),曾同時任職於同一機關(構)學校,且曾有聘僱或職務上直接隸屬關係。

6.其他經遴委會決議應揭露之職務、關係或其他相關事項。

(三)遴選表件收件截止日(114年6月2日以後)後至遴定校長人選前,候選人或遴委會委員有前二點規定應揭露之事項,亦應向遴委會揭露。

(四)遴委會委員與候選人間有前二點所定應揭露情形以外之事項,得自行向遴委會揭露。

  1. In addition, pursuant to Article 8 of the “Operational Guidelines for the Selection 3 Committee of the 15th University President” of the University:

(1) Candidates must disclose the following information in the application materials submitted for the selection process: a. Academic and professional qualifications that meet the requirements for university presidents as stipulated in the Act Governing the Appointment of Educators b. A declaration stating that the candidate does not fall under any disqualifying conditions specified in Article 31 of the Act Governing the Appointment of Educators c. Title of the degree thesis and name of the academic advisor d. Any major positions held within the three years prior to the application deadline (on or after June 3rd, 2022), such as director, independent director, supervisor, or other key executive roles in for-profit enterprises e. Any other positions, affiliations, or related matters that the Selection Committee deems necessary to disclose

(2) If any of the following relationships exist between a Selection Committee member and a candidate, they must be disclosed to the Committee:

  1. Spouse, former spouse, blood relatives within four degrees of kinship, relatives by marriage within three degrees, or individuals who were previously in such relationships
  2. An advisor-advisee relationship involving thesis supervision
  3. Serving concurrently as a director, independent director, or supervisor of the same for-profit enterprise within the three years prior to the application deadline (on or after June 3rd, 2022)
  4. Serving concurrently in decision-making or executive roles at the same forprofit enterprise within the three years prior to the application deadline (on or after June 3rd, 2022)
  5. Serving concurrently at the same institution or school within the three years prior to the application deadline (on or after June 3rd, 2022), where an employment or supervisory/subordinate relationship existed
  6. Any other positions, affiliations, or related matters that the Selection 4 Committee deems necessary to disclose

(3) If, after the application deadline (after June 2nd, 2025) and before the final selection of the University President, any of the disclosure conditions listed in the previous two items arise involving either the candidate or a Selection Committee member, such matters must also be disclosed to the Committee.

(4) If there are any other relevant relationships or situations between a Selection Committee member and a candidate beyond those specified in the previous two items, the committee member may voluntarily disclose them to the Committee.

四、校長候選人依以下方式之一推薦,各類連署推薦至多三十人:

(一)本校專任講師以上教師(含專業技術人員)十人以上連署推薦。

(二)國內外大學校(院)或學術研究機構之副教授以上專任教師或副研究員以上專任研究人員十五人以上連署推薦。

(三)本校校友二十人以上連署推薦。

  1. Candidates for the position of University President may be nominated through one of the following methods. Each type of joint nomination may include up to 30 signatories:

(1) Nomination jointly endorsed by 10 or more full-time faculty members at the rank of lecturer or above (including professional technical personnel)

(2) Nomination jointly endorsed by 15 or more full-time faculty members at the rank of associate professor or above, or full-time research personnel at the rank of associate research fellow or above, from domestic or international universities, colleges, or academic research institutions

(3) Nomination jointly endorsed by 20 or more alumni of the University

五、凡有意推薦者,請填妥推薦人連署資料表、校長候選人資料表及相關書面資料(含電子檔,並請寄送至本校校長遴選委員會聯絡人電子信箱 suihachi@ntut.edu.tw)後,於114年6月2日(星期一)下午 5 時前 以下列方式擇一送達,逾期恕不受理:

(一)以限時掛號郵件或快遞(截止日以郵戳為憑)寄送至本校校長遴選委員 會。 (二)親自或派員遞交至本校校長遴選委員會本校行政大樓 3 樓人事室。

  1. Those who wish to submit a nomination must complete the “Recommendation and Endorsement Form for the Fifteenth Presidential Candidate of National Taipei University of Technology”, and all relevant supporting documents (including digital files, which should be sent to the contact email of the Presidential Selection Committee: suihachi@ntut.edu.tw). All materials must be delivered by 5:00 p.m. (Taiwan Time) on Monday, June 2nd, 2025, through one of the following methods. Late submissions will not be accepted:

(1) Send by registered mail or courier (with a postmark no later than the deadline) to the University’s Presidential Selection Committee

(2) Submit in person or by a representative to the Personnel Office, 3rd Floor, Administration Building, National Taipei University of Technology (Presidential Selection Committee)
