Tender Notice for the Procurement of the Leasing of Premises for the Cultural Centre

1. Subject of this procurement: Leasing of premises to the Taipei Representative Office in the UK for the cultural centre.
2. Procurement number: GBRCUL2013001
3. The prescribed area and accompanying reasons:
i) Prescribed area: The tender’s property must be located in central London.
ii) Accompanying reasons: The location must be easily accessible by the general public, so as to promote Taiwan’s national culture and develop Taiwan’s arts network.
4. The property must meet the following budget and requirements:
i) Size: A self contained unit with a preferable floor area from 5,000 to 6,500 square feet; properties that are not a self contained unit must be situated on the ground floor. The property should ideally have only one floor/level and no more than two and be independently accessible.
ii) Use: The property should possess planning permission for B1 and/ or D1, and be available for multifunctional use as a venue to host arts related events (including small scale performances, lectures, exhibitions, readings,) with provisions for office space and an audio/video room.
iii) Budget: The total amount, inclusive of 3-years rent, business rates and service charges must not, in principle, exceed 1,000,000 pounds.
iv) Transportation conditions: Convenient transport links; no further than a ten-minute walk from the nearest tube station.
v) The location must exude a cultural atmosphere and draw heavy footfall.
vi) Premises to be available immediately.
vii) If the property is part of an office building, it must be accessible to the public in the evenings, on weekends and public holidays.
5. Documents to be submitted by the Tenderer:
i) Introduction of the Tenderer;
ii) A map displaying the property’s location, photos of the interior and exterior, details of the property’s surroundings, street number, the usable area for each floor and the total floor area;
iii) Evidence of ownership (a copy of the relevant entries in the land registry);
iv) Proof of planning permission (B1/D1) and a to-scale plan of the premises;
v) Price quote with a detailed breakdown of fees and costs;
vi) Landlord’s proposed Head of Terms;
vii) Record of performance in leasing real estate by the Tenderer.
6. The tender documents are to be submitted in 6 complete sets.
7. The language of tender shall be in either traditional Chinese or English.
8. The basic qualification of a Tenderer: the property owner or an authorised agent (bearing a letter of authorisation from the owner)
9. Tenderers shall submit the stipulated documentation required for this tender and seal them in a single envelope. The envelope shall be marked with the name of Tenderer, address, and number of the procurement or subject of the tender.
10. The tenders shall be submitted before 5:00pm, 7th January 2014 by postal delivery, or personal delivery to the following receipt address: Cultural Division, Taipei Representative Office (TRO) in the UK, 50 Grosvenor Gardens, London SW1W 0EB, UK
