Taiwan’s New Entry Regulation to Take Effect
At present, inbound travelers to Taiwan are required to complete the Arrival Card (A Card) either in paper form or online. To further optimize immigration clearance efficiency, the National Immigration Agency (NIA) launched a brand-new electronic Arrival Card interface — Taiwan Arrival Card (TWAC) — on May 5, 2025. Since its launch, the system has received positive feedback.
Starting from October 1, 2025, all inbound travelers will be required to complete the TWAC online before arrival. The traditional paper A Card will no longer be accepted. Travelers must complete the TWAC form on the NIA website within three days prior to arrival in Taiwan. This new measure will significantly shorten immigration clearance time and reduce paper waste.
Who is required to complete the Arrival Card online?
1️⃣ Foreign travelers who do not hold a Diplomatic ID, Taiwan Resident Certificate, or Resident Visa.
2️⃣ Mainland Chinese citizens holding a multiple-entry/exit permit for tourism.
3️⃣ Hong Kong and Macao residents holding a multiple-entry/exit permit.
4️⃣ Nationals without household registration in Taiwan who do not hold a Taiwan Resident Certificate.
Online Taiwan Arrival Card submission: Complete and submit within 3 days before arrival.
