ROC Ministry of National Defense Releases Defense White

The ROC Ministry of National Defense (MND) released its 2002 defense white paper on July 23, noting that the People's Republic of China's electronic and information warfare capabilities will pose a serious threat to Taiwan by 2010 as the PRC becomes more proficient in using electromagnetic pulse weapons and highly sophisticated computer viruses.
The report says that to counter the PRC's growing capabilities in electronic and information warfare, Taiwan's military must upgrade its own electronic warfare capability and integrate the command and control systems of the Air Force and Navy to form an electronic surveillance network.
The report also proposes confidence building measures between the two sides of the Taiwan Strait. According to the report, the MND would like to see the two sides reach understandings on such measures, as long as the understandings are made on the basis of mutual respect.
