U.S. Congressman G. K. Butterfield (D-NC) congratulates the Republic of China (Taiwan) on being invited to attend the 62nd World Health Assembly (WHA) as an observer. His remarks were formerly put into the congressional record on April 30, 2009. The Taipei Economic and Cultural Representative Office in the United States (TECRO) extends its deep appreciations to Congressman Butterfield for his staunch support for and friendship towards Taiwan.
Congressman Butterfield recognizes Taiwan’s return to WHO “marks a clear and important sign of improved relations between China and Taiwan.” He also states that since President Ma took office on May 20, 2008, relations between the two sides of the Taiwan Straits have greatly improved. Congressman Butterfield congratulates both sides on taking this “important and meaningful step forward.”
TECRO points out that, the United States Congress has consistently supported ROC’s efforts to participate in the WHO and become an observer in the WHA. The U.S. Congress not only has passed many resolutions supporting Taiwan’s endeavors in the past years, but also has passed a law (P.L. 108-235) in 2004. This law authorizes the Secretary of the State to initiate a plan to endorse and obtain observer status for Taiwan at the annual meeting of the WHA, instructs the U.S. delegation to the WHA to implement the plan, and requests the Secretary of the State submit a report to the U.S. Congress describing the U.S. efforts in helping Taiwan.
