The 2014 Taiwan Scholarship Guidelines
Education Division, TECO-Boston

I. In an effort to encourage outstanding international students (excluding students from Mainland China, Hong Kong and Macau SAR) to undertake degree studies in Taiwan so as to familiarize themselves with the academic environment in Taiwan and promote communication, understanding and friendship between Taiwan and countries around the world, the Ministry of Education (MOE) in the Republic of China (Taiwan) established the Taiwan Scholarship Program.

Scholarship application and selection procedures will be conducted by the Education Division, Taipei Economic and Cultural Office in Boston (TECO-Boston), the branch office of the MOE in the New England region including: Maine, Massachusetts, New Hampshire, Rhode Island and Vermont.

II. The Taiwan Scholarship Program awards outstanding international students undertaking undergraduate and postgraduate studies in Taiwan by awarding each recipient as follows:
1. Tuition and payment of academic fees, including credit fees.
Upon validation of tuition and above fees, each recipient receives the tuition grant per semester up to NT $40,000 (approximately US $1,400). If the total amount of these fees should exceed NT $40,000, the remainder of all costs shall be covered by either the recipient, or the recipient’s college, whereas any amount over NT $40,000 is the sole responsibility of the recipient. Tuition and academic fees do NOT include any of the following: administration fees, thesis advising fees, insurance premiums, accommodations, Internet access, all of which are payable by the recipients.
2. Subsistence allowance:
The scholarship grants each recipient undertaking undergraduate studies a monthly stipend of NT $15,000 (approximately equivalent US $525); it offers each recipient undertaking postgraduate studies a monthly stipend of NT $20,000 (approximately equivalent US $700).

III. Duration of Scholarships:
1. The maximum period of each scholarship is four years for undergraduate programs, two years for master’s programs, and four years for doctorate programs. The maximum length of the total awards for each recipient undertaking a combination of studies is five years.
2. Annual award periods begin on September 1st and continue until August 31st of the following year. Recipients must arrive in Taiwan and enroll at their admitting universities/colleges within this period unless delays have been approved by the relevant institutions and the MOE. If recipients fail to arrive in Taiwan for registration during this period, their award will be revoked with no deferrals.
3. Subsistence allowances begin from the month of the recipient’s registration at the universities/colleges and ends when the award period expires or upon the recipient’s graduation, withdrawal, suspension, expulsion, or revocation of the scholarship.

IV. Eligibility:
1. Applicants must be a United States Citizen residing in Maine, Massachusetts, New Hampshire, Rhode Island or Vermont with a high-school diploma or post-secondary degree(s), with an excellent academic record, and be of good moral character.
2. Applicants are ineligible if they meet the following criteria:
(1) Are Republic of China (Taiwan) nationals or overseas Chinese students (had/currently hold a Republic of China (Taiwan) passport)
(2) Are already registered or have obtained student status at any university/college in Taiwan. Graduating students pursuing further studies are exempt from this rule.
(3) Have already studied in Taiwan for the same level of degree as the one in which they currently intend to enroll.
(4) Are exchange or dual/joint degree students admitted in accordance with academic cooperation agreements between Taiwan universities/colleges and American universities/colleges.
(5) Have been a recipient of the Taiwan Scholarship for over a total of five years.
(6) Have had, in the past, their Taiwan Scholarship or Huayu Enrichment Scholarship from the MOE revoked.
(7) Are recipients of any other scholarship or subsidy offered by the Taiwan government or educational institutions in Taiwan. This excludes subsidies offered by universities/colleges to cover tuition and other fees exceeding the scholarship limit.
3. Applicants should apply directly for admission within the deadlines specified by each university/college listed in the “Association of Taiwan Scholarship Program Schools”

Applications for admission outside of the universities/colleges participating in the Taiwan Scholarship Program are automatically disqualified and will not be returned.

V. Applicants should send the following documents from January 20 to March 31, 2014 to the following address:

Failure to include any of these documents renders the application incomplete, and the applicant will not be considered for the scholarship, and without further notice:
1. Taiwan Scholarship Application Form
2. A copy of the applicant’s passport information page(s) or other nationality certificates.
3. A copy of the highest degree (diploma) and original copy of academic transcripts (sent from registrar's office). If issued by international educational institutions, these documents must be authenticated by an overseas Representative Office of the Republic of China (Taiwan) or be sealed and delivered by the awarding institutions. Documents in a language other than Chinese or English must be translated into Chinese or English and the translated documents must be authenticated by the above office.
4. A copy of the admission application form sent to universities/colleges in Taiwan (e.g., copies of application fee remittance, application form, receipt of application from universities/colleges, e-mails etc.)
5. A copy of a Chinese language proficiency certificate:
(1) A copy of certificate in “Test of Chinese as a Foreign Language” (TOCFL) Level 3 or above for programs conducted in Chinese.
(2) For applications to all-English programs, the applicants are exempt from this rule. If applicants have questions regarding the all-English programs, please contact

6. Two letters of reference signed and sealed in envelopes (i.e. from principals, professors, or supervisors).

VI. Application and Selection Process:
1. Scholarship application information is provided by the Education Division, TECO-Boston online at http://www.moebos.org/scholarship_en.htm by January 31 of each year.
2. In principle, the application period is from February 1st through March 31st of each year.
3. For the application, the applicant must send all completed documents to the Education Division, TECO-Boston by mail before deadline. (Must be postmarked by deadline.)

VII. Selection Criteria:
1. Recipients should achieve an undergraduate GPA of 3.0 or above, and a postgraduate GPA of 3.5 or above (on a 4.5 scale) to receive favorable consideration.
2. Interviews must be conducted in person or by video conferencing so as to interact with the applicant and better assess individual demeanor and moral character.
3. Priority will be given to applicants with a certificate in TOCFL-levels of 4 or above. For applications to all-English programs, a copy of TOEFL test scores or other recognized English language proficiency exams at the intermediate level or a test score of over 75% must be submitted.
4. Application form must be completed in full. All incomplete applications are ineligible for consideration, and persons submitting incomplete applications will be withdrawn from the selection process without further notice.

VIII. Selection Notice:
1. Upon reviewing applications and conducting interviews, the Education Division, TECO-Boston will select primary candidates and alternate candidates which will be placed on a waiting list. Primary candidates and their awarding universities/colleges are to be notified by May 31, 2014.
2. Primary candidates should submit a copy of their letter of admission to the Education Division, TECO-Boston for verification by June 30, 2014. Should candidates fail to submit this letter within the specified time period, the candidates must submit a written explanation and request verification from the Education Division, TECO-Boston. Failure to be admitted into a university/college will result in a suspension from this scholarship. Failure to submit documents within the specified time period will result in disqualification, and the alternate candidates on the waiting list will be offered a scholarship.
3. Education Division, TECO-Boston will issue recipients with a certificate of scholarship by July 31, 2014.
IX. Upon completion of a degree program, recipients may reapply by February 28 of each year for the Taiwan Scholarship to undertake a higher degree program by following the application process as specified above. The maximum duration of each recipient’s total award period is five years.

X. Other Key Provisions:
1. Scholarship applicants should apply directly for admission to universities/colleges listed in the “Association of Taiwan Scholarship Program Schools” within the application deadlines. 2. Other than tuition and fees, recipients are responsible for the payment of all additional expenses. In case of financial hardship, recipients may apply to their registered universities/colleges for payments to be deducted from their subsistence allowances.
3. Should a recipient’s academic and conduct performances or their attendance record fall below the required standard of their registered universities/colleges, their scholarships will be suspended or revoked in accordance with the rules and regulations of the universities/colleges.
4. Should recipients be in simultaneous receipt of any other award or subsidy granted by a related Taiwan Government agency or education institution in Taiwan, upon verification, their scholarships will be revoked and any stipend and subsistence allowance given to them during the period of overlap shall be returned.
5. Recipients are required to join the National Health Insurance plan. They must purchase other forms of medical insurance before enrolling in the National Health Insurance plan.
6. Upon enrollment at universities/colleges in Taiwan, recipients are not allowed to study in any other country as exchange or dual/joint degree students. Should such a case occur, the recipient’s scholarship will be revoked and the remainder of the award period shall not be retained or deferred. Recipients on exchange as part of the degree program are exempt from this rule, but they shall not receive any tuition and subsistence allowance during the time period outside of Taiwan.
7. Recipients are not allowed to work illegally (including part-time work) while in Taiwan. If recipients engage in any labor activity without notifying their universities/colleges and applying for the MOE’s approval, their scholarships will be revoked and they need to return any stipend and subsistence allowance given to them during the period of employment.

8. Recipients are required to participate in all official activities related to the scholarship, such as the Recipients’ Orientation and Farewell Party, otherwise, their scholarship may be revoked.

1. I have read, understood and am in agreement with the information and terms provided to me regarding the Scholarship Program of Taiwan, which has been awarded to me by the Republic of China on Taiwan. I also declare that the information that I have provided to the government of the Republic of China on Taiwan is complete and accurate to the best of my knowledge. I understand and accept the condition that if I default on any of the terms associated with this scholarship, the scholarship will have to be revoked immediately and that the living expenses already received might have to be returned. (本人已閱讀、瞭解並且同意有關中華民國臺灣獎學金計畫之資料與規定,本人承諾在本人獎學金申請書所提供之資料全部屬實。本人瞭解並同意,如有任何違反獎學金規定之情事,則本人參與此項獎學金計畫之資格將被立即取消,且可能必須繳回已獲得之獎學金生活補助費)。

2. Taiwan Scholarship Program Terms of Agreement (臺灣獎學金承諾書):
a. I will maintain the required academic grades and attendance standards as set by the Ministry of Education and the institution that I study at. If I fail to do this, I understand that the scholarship will be suspended or revoked. (本人之學業成績及出勤應達到本獎學金作業要點及就讀學校所規定之標準,否則依該要點停發或註銷本獎學金)。
b. For those who are not attending the all English program: I understand that a personally paid copy of the results or a certificate for the “Test of Chinese as a Foreign Language” (TOCFL) Level 3 (or above) should be submitted. If a copy of the TOCFL test results or certificate has not been submitted already, I understand that I will have to personally apply, pay for, and take the Level 3 TOCFL test before the end of first semester while studying in Taiwan and that I will have to turn in the test results or a copy of the TOCFL certificate to the institution that I study at before the end of the first semester. If I fail to do this, I understand that the scholarship will be suspended or revoked. (未選擇英語學程之申請人:本人已向獎學金申請單位繳交TOCFL進階級或同等級以上之證書或成績單影本,假如本人並未繳交,則本人願意自費於抵臺後第一學期內參加TOCFL進階級或同等級以上之考試,於獲得證書或成績單後將影本繳交所就讀之學校,否則依照規定停發或註銷本獎學金)。
c. I understand that I can not engage in any full or part time employment or undergo training that is not part of a required course while receiving scholarship money. If I engaged in the mentioned above, my scholarship will be revoked and the living expenses obtained from the time I commenced my employment, part time work, or underwent training that is not part of a required course, I will have to return to the institution that I study at any monies received. (本人了解獎學金受獎生不得從事工作、打工、工讀以及非必修課程之實習,假如從事以上活動,本人將失去獎學金資格並且必須繳回自聘僱日或實習日起已領取之獎學金生活補助費)。
d. I understand that I am required to comply with the policy of the government of the Republic of China regarding scholarship students, and am required to participate in all official activities related to the scholarship, such as the Recipients’ Orientation and the Farewell Party. If I fail to comply with this policy, I understand that my scholarship will be revoked. (本人了解獎學金受獎生必須配合政府政策參加所有與獎學金相關之官方活動,例如新生說明會以及畢業生歡送會,否則本人將失去受獎資格)。
e. I agree to abide by the laws of the Republic of China on Taiwan, during my stay in Taiwan. If I commit criminal offences/misdemeanors, I understand that I will be dismissed from the program of study and from receiving the scholarship. (本人在中華民國停留期間,願遵守中華民國之法律,如本人有觸犯法律與行為失當等情事時,則本人之受獎資格將被註銷)。
f. If I have expenses that exceed the amount of the scholarship stipend, I will be held fully responsible for those expenses. (所有超出獎學金額度以外之費用,一概由本人負擔)。
g. Upon completion of my study program in Taiwan, I will submit a school report and my permanent residence mailing address to the institution at which I was enrolled in Taiwan and to the representative office in my home country. (在臺學業完成後,本人須提出在學成績單與本人之永久通訊地址等資料予本人就讀之大學校院及所屬國家境內之中華民國駐外機構)。
h. If I discontinue my study program in Taiwan, I agree to:
(1) Return pro rata the tuition and other semester fees paid by this scholarship program to the institution at which I was enrolled in.
(2) Follow the university/institution guidelines where I was enrolled at, regarding the return of the subsidies, which include the tuition and other semester fees.
(如果本人因故中止在臺灣的學業,本人同意:1.按比例向所就讀學校繳回由本獎學金計畫所支付之學雜費。2.接受就讀學校訂定之學雜費退費所有規定,並依其規定繳還本獎學金計畫代繳之學雜費補助款)。
I. This written promise is in both Chinese and English and should any conflict arise, the Chinese text will prevail. (本人瞭解此件承諾書有中文與英文二種文字對照版本,如解釋有歧異時,以中文版本為準)。
