Necessary documents for in-person application
- An original and a copy of valid photo ID (i.e. passport or driver’s license). The original ID will be returned to applicants once verified.
- A printout of completed Application form for authentication (pdf).
- An original or notarized copy of diploma, transcript, or other academic records. For applicants reside in Hawai’i or American Samoa, the copies must be notarized by a local notary public. For applicants reside in Taiwan, the copies must be notarized by the Bureau of Consular Affairs, Ministry of Foreign Affairs. Applicants can also apply for a copy of diploma, transcript, or other academic records from school, and have the copy sent directly from school to TECO Honolulu.
- Authentication of Mandarin version of diploma, transcript, or other academic records. These documents must be applied along with the original English documents. Applicants should prepare the Mandarin version of the above documents in accordance with the original English documents and have the Mandarin version signed in the presence of a Consular Officer.
- Application Fee: $15.00 per document. Please pay by cash, money order, or cashier's check, payable to "TECO in Honolulu". Personal check and credit card will not be accepted.

- A postage paid return envelope in case that applicants are unable to come pick up the documents at our office. Please check USPS for postage, the current rate for Priority Mail Express is $ 28.75.

- A letter of authorization notarized by a local notary public from the applicant.

TECO in Honolulu will have to the authentication application on hold until the receipt of the response from the issuing school. As TECO in Honolulu has no control over the issuing school on the timing of the issuance, applicants are advised to contact the issuing school to this purpose to avoid further delay.
