Taiwan Driver’s License Authentication (for exchanging the U.S. driver’s license)
This authentication is for Taiwan passport (citizen/non-citizen passport) holders ONLY and CLASS B driver’s license (or above) (Not for any type of motorcycle license yet). Please get in touch with the local Department of Licensing for further details before exchanging the driver's license.
The current regulations for exchanging driver's licenses in our jurisdiction are as follows:
- Exemption for both written and road tests: Washington, Wyoming.
- Exemption for road test ONLY: Idaho, Oregon, Montana.
- No exemption: Alaska.

Please submit the following materials when applying:
For either walk-in applicants or applications via mailing:
- Application Form for Authentication: Each applicant must complete and sign the form (Please indicate which state license).
- A clear copy of the Taiwan passport: Color/Black and white.
- A clear copy of the identity document proving the legal long-term residence: US passport, physical green card, or long-term residence visa issued by the school/company in that state. Color/Black and white..
- A clear copy of proof of residency in that state: If the school/company issued the visa is not in that state, or if the green card is still in the application process, then proof of residence in that state must be submitted. Whether the proof is accepted or not is determined by the Department of Licensing of each state according to its authority. Please refer directly to the Department of Licensing. - A COLOR copy of the valid Taiwan driver’s license: Must be a color copy of both sides and must be on the same page.
- Original Verification Certificate of Driver’s License (Driving records): This certificate is time-limited and all procedures including application authentication and application for license exchange with the state authority must be completed within three months (see the notes for details).
Notes:
- After obtaining the Verification Certificate of Driver’s License, the applicant must submit a document authentication application to TECO until it is completed, and then prepare the documents to apply for a license exchange to the state authority. All procedures must be completed within three months after obtaining the Verification Certificate of Driver’s License.
- Additional identification might be requested while the documents are reviewing.
