Statement on China’s Misinterpretation of the Cairo and Potsdam Declarations

1. The Cairo Declaration (1943) and the Potsdam Declaration (1945) were wartime political statements, not legally binding treaties. They did not confer sovereignty over Taiwan to China under any recognized international legal framework.
2. In 1945, Japan renounced its colonial rule over Taiwan under the Instrument of Surrender, but sovereignty over Taiwan was not transferred to China. The final status of Taiwan was never legally determined by the international community. China’s selective interpretation deliberately ignores this fact.
3. Since 1949, Taiwan has never been governed by the People’s Republic of China. Taiwan has grown into a democratic and prosperous nation. China repeatedly proclaims that “history should not be distorted,” yet it is the very actor distorting history on the largest scale.
We reiterate that history and international law should not be distorted. Taiwan will continue to seek meaningful participation in the international community and work with like-minded partners to safeguard peace, stability, and prosperity in the region.
