Effective 1 December 2020 all passengers must have a medical certificate with a Coronavirus(COVID-19) RT- PCR test result issued at most 3 working days prior to boarding:.
Passengers with an R.O.C. (Taiwan) passport or an ARC (MOFA ID included) without such COVID-19 RT-PCR test result are allowed to enter Taiwan. However, they are required to take a self-paid RT-PCR test, and shall be fined NT$10,000 up to NT$150,000 upon arrival. Passengers meeting one of the following conditions are exempted from the penalty:
1.Emergency Situations:
(1)Returning home for the funeral for a relative within the second degree of kinship.
(2)Visiting a relative within the second degree of kinship who is gravely ill.
(3)Special emergency medical care program approved by the competent authority.
2.The traveler is traveling to Taiwan from a place of departure which has been announced by the Central
Epidemic Command Center (CECC) as a country/region where COVID-19 RT-PCR test reports cannot be obtained.
3.The traveler has applied for a special agency program and received the approval of CECC: the traveler must apply such program for necessary and short-term official business or business affairs, and must take preventive measures while overseas.
4.Other persons announced by the CECC: the traveler has departed from Taiwan and returned within 3 days.
In addition, foreigners without an ARC must have a negative COVID-19 RT-PCR test result prior to boarding. However, they could be exempted from providing such COVID-19 RT-PCR test result prior to boarding and take a self-paid RT-PCR test upon arrival if they encounter Emergency Situations mentioned at above 1.
The required documents for aforementioned conditions include:
1.The traveler must personally sign an "Entry quarantine affidavit for a traveler who is unable to present a COVID-19 RT-PCR test report prior to boarding".
2.Emergency situations: the traveler must provide document verifying the death of a relative within the second degree of kinship, notice of critical illness, or certificate of diagnosis, etc.
3.Persons approved under an agency program: the traveler must provide a verifying information such as a letter of approval.
4.Other persons announced by the CECC: the traveler must provide verifying information such as the recent exit/entry record.
