Among the highlights was the assertion that the prerequisites for the functioning of any open parliament in any country is the existence of democracy, provision of fundamental rights and freedoms, and adherence to the rule of law.

Czech Senate President Miloš Vystrčil recorded a speech for the Open Parliament Forum on its opening day! Among the highlights was the assertion that the prerequisites for the functioning of any open parliament in any country is the existence of democracy, provision of fundamental rights and freedoms, and adherence to the rule of law. He also pointed to free and fair elections, an independent media, transparency and equality before the law as key aspects of open governance, adding that even in free and democratic countries, there remains work to be done as new challenges arise.
He cited the words of former President Václav Havel as a rule of thumb for open democratic governance, stating:
“If anything can block the path of the dictatorship of the chosen, it is civic society.”
