5.Overseas Compatriot Identification Certification Application Requirements

  • Wellington office
    • Process applications from Lower North Island (south of Taupo), South Island, Cook Islands and Niue.
  • Auckland office
    • Process applications from Upper North Island (Taupo north) and French Polynesia (Tahiti).
  • Office hours: Monday to Friday 9:00-12:30 & 13:30- 17:00 (excluding public holidays)
  • The office is closed from 12:30 p.m. to 1:30 p.m. Please plan your visit accordingly. Cases are handled on a first-come, first-served basis. If there are many applicants waiting, you are kindly advised to return after 1:30 p.m.

Males of conscription age who hold Republic of China (Taiwan) nationality and have household registration in Taiwan, regardless of whether they have transferred their household registration or hold another nationality, are obligated to fulfill military service during the conscription period and must enter and exit Taiwan using a ROC passport. Those who enter Taiwan with a foreign passport and are still subject to conscription may be restricted from leaving the country until their military service obligations are completed.

  • Place of Application: Service Counter for Certificates, Overseas Community Affairs Council :  3,15-17F., No.5, Xuzhou Rd., Zhongzheng Dist., Taipei City 100218, Taiwan (R.O.C.)
  • Service Hours: Monday to Friday, 8:30 a.m.–12:00 p.m. and 1:30 p.m.–5:00 p.m. (Taiwan Time).
  • Processing Time: Half a working day. However, if verification or other special circumstances are required, processing may be extended, but the extended period shall not exceed 2 months.
  • Certificate Validity: One year from the date of issuance.

PASSPORT NOTICE FOR MALE APPLICANTS

 

APPLICATION PROCEDURE FOR OVERSEAS COMPATRIOT IDENTITY CERTIFICATE FOR CONSCRIPTION PURPOSES AFTER ENTRY

  1. Our office cannot process applications and can only assist with document verification. For detailed regulations and procedures, please contact the Department of Conscription Administration or the Overseas Community Affairs Council.
  2. Men who are still under 18 years of age as of December 31 of their 18th year may leave Taiwan without applying for an exit permit and are not required to obtain an  Overseas Compatriot Identity Certificate for Conscription Purposes.
  3. Men who currently have, or previously had, household registration in Taiwan and whose registration has been marked as “moved out” because they have resided abroad for over two years remain subject to compulsory military service. When applying for an  Overseas Compatriot Identity Certificate for Conscription Purposes, they are not required to re-establish household registration in Taiwan.
  4. Males approaching conscription age or of conscription age—from January 1 of the year they turn 19 until December 31 of the year they turn 36—or those already registered by the Department of Conscription Administration, must apply to the Overseas Community Affairs Council for an Overseas Compatriot Identity Certificate for Conscription Purposes after entering Taiwan.

  6. Required Documents – Holders of a Valid ROC Passport with Overseas Compatriot Identification Endorsement.
    • A valid Republic of China (ROC) passport.
    • A valid New Zealand passport or original Permanent Resident Visa (PR) must be provided.
    • Applicants holding a valid passport with an Overseas Compatriot Identification Endorsement are exempt from submitting an “Entry and Exit Record Certificate” issued by the National Immigration Agency. However, first-time applicants for the Overseas Compatriot Identity Certificate for Conscription Purposes are advised to apply for and print their Travel Movement (New Zealand entry and exit record).
    • Those who have changed their overseas residence or newly established household registration in Taiwan must submit the “Entry and Exit Record Certificate” and are also advised to apply for and print their Travel Movement (New Zealand entry and exit record).
    • Applicants under 18 must apply through a legal guardian, who must present identification and proof of parent-child relationship (e.g., household registration transcript, household registry, or birth certificate).
    • If applying through an authorized agent, the agent must present identification and a signed authorization letter from the applicant.
  7. Required Documents – Holders of ROC Passport with Overseas Compatriot Identification Endorsement that Has Expired.
    • A new Republic of China (ROC) passport must be obtained. For details, please refer to Taiwan (ROC) Passport Renewal/Loss Reissue Instructions.
    • If the passport with an Overseas Compatriot Identification Endorsement has expired, the endorsement is also invalid. All required documents for review must be submitted.
    • A valid New Zealand passport or original Permanent Resident Visa (PR) must be provided.
      • The New Zealand Permanent Resident visa sticker should be affixed to the ROC passport.
    • Entry and Exit Record Certificate” issued by the National Immigration Agency.
    • Apply online and print the Travel Movement (New Zealand entry and exit record).
      • If an entry/exit certificate cannot be provided, supporting evidence such as flight records or entry/exit stamps in the passport may be submitted.
    • Applicants under 18 must apply through a legal guardian, who must present identification and proof of parent-child relationship (e.g., household registration transcript, household registry, or birth certificate).
    • If applying through an authorized agent, the agent must present identification and a signed authorization letter from the applicant.

  9. If you have previously been issued an Overseas Compatriot Identity Certificate under the relevant regulations, you do not need to submit proof of residence abroad for future applications.

REGULATIONS ON APPLYING FOR DEPARTURE APPROVAL FOR MALES OF CONSCRIPTION AGE BEFORE LEAVING TAIWAN

  1. Overseas Compatriot Male Conscription – Exit Document Review Platform.
    • Controlled males of conscription age must submit the required documents on the Overseas Compatriot Male Conscription – Exit Document Review Platform after entering Taiwan and before departure to apply for exit permission.
    • Among these, verification documents must include proof of residence in the overseas location within the four months prior to returning to Taiwan, such as photocopies of passport entry/exit stamps, travel movement records, or used transportation tickets.
      • If your Overseas Compatriot Identity Certificate was applied for using a New Zealand passport, you must submit proof of residence in New Zealand during the four months prior to returning to Taiwan, such as photocopies of passport stamps, travel movement records, or used transportation tickets.
  2. Online exit permit applications for overseas Chinese of conscription age
    • For first-time applicants whose current passport requires an exit permit, please visit any National Immigration Agency service center to obtain the exit-permit stamp.
    • If the passport already bears the exit-permit stamp and the applicant has previously applied to travel abroad as an overseas male subject to military service, the online application system may be used.
    • Once the documents are approved (the system allows you to check approval status), and the cumulative days of residence in Taiwan within the same year do not exceed 183 days, exit permission can be applied.
    • Applicants granted deferment for study should contact the Department of Conscription Administration to confirm the relevant approval procedures before applying for exit permission
  3. Males of conscription age who cannot apply for the Overseas Compatriot Identity Certificate for Conscription Purposes or cannot provide a study certificate verified by our office should use the Online Short-Term Exit Application System ← Please click here.
    • Those using the short-term exit approval must return to Taiwan within four months or submit the required documents; otherwise, they will be subject to conscription in accordance with the law.
