A. Implementation Date

B. Eligibility Criteria for Interview Exemption
Applicants meeting all conditions below may submit required interview documents and supporting evidence.
1. Formal Marriage Requirements Met: Both parties are first-time marriages, or the Taiwanese citizen has completed divorce procedures, or the Philippine spouse has completed marriage annulment under Philippine law and obtained a Philippine Statistics Authority (PSA) annotation.
2. No Adverse Records in Taiwan: The Philippine spouse has an excellent past record in Taiwan, with no overstay, illegal work, or criminal history.
3. Philippine Spouse Aged 25 or Above: Philippine law requires individuals to be 25 or older for full legal capacity to marry without parental consent or advice.
C. Supporting Measures
1. Cases with Pre-booked Interviews: Applications scheduled before the announcement will be reviewed. Eligible applicants will be notified of the exemption.
2. Interviews Retained for Doubtful Cases: The office reserves the right to require an in person interview during document review if deemed necessary.
D. Ineligible Categories for Interview Exemption
1. Multiple marriage records or marriages not legally annulled.
2. Past adverse records in Taiwan.
3. Philippine spouse under 25 years old.
E. Application Document Procedures Refer to " Requirements for Applying Legal Capacity”. All required documents remain identical, except for the interview reservation.
